Village and Skokie Community Foundation Recognized for Skokie Spirit Shines Through Campaign
Last week, Illinois Senator Ram Villivalam recognized the efforts of four organizations that assisted the community throughout the COVID-19 pandemic, including the Village of Skokie, Skokie Community Foundation (SCF), Skokie Chamber of Commerce and Niles Township.

In late March 2020, the Village and SCF partnered to create the Skokie Spirit Shines Through campaign to boost the community's spirits and raise funds to assist residents experiencing financial hardship due to the pandemic. By early July 2020, the SCF had raised a total of $70,000 that the Village's Human Services Division allocated in $500 increments to Skokie residents in need. The campaign also included hundreds of resident photos that were posted on the Village website showing sidewalk chalk messages of hope, signs thanking first responders and much more, as well as yard signs printed and distributed by the SCF. Sincere thanks to both Senator Villivalam for this recognition and to the SCF for their invaluable partnership in this important community effort. Congrats, too, to Niles Township and the Skokie Chamber of Commerce!

Skokie Police Department to Purchase Comprehensive Body Worn Camera System
At last night’s Village Board meeting, the Board approved purchase of a full complement of body worn cameras (BWC) and additional system components for the Skokie Police Department. This approval follows a successful BWC pilot program the Village Board initiated for the fiscal year that ended on April 30, 2022. The pilot also addressed numerous comments received from the public during the community review of the Police Department's Use of Force Policies led by the Skokie Public Safety Commission during 2021. Concurrent to the Village's efforts, the Safety, Accountability, Fairness and Equity-Today Act (SAFE-T Act) was signed into law which required the Skokie Police Department to deploy body worn cameras by January 1, 2024.

As law enforcement technology has progressed over the past decade, the Police
Department has added equipment, software and systems which have greatly increased its capabilities in numerous areas of responsibility. In the interest of both transparency and officer safety, camera systems have been introduced into Department vehicles and the detention facility and are utilized to capture digital evidence. Because these systems do not communicate with each other, significant inefficiencies exist in their use by the Department.

In recent years, vendors have made considerable progress in their efforts to remedy this serious, universal law enforcement issue by developing comprehensive products and technologies that seamlessly and efficiently address the various functions performed by law enforcement with a single operating system. In recent months, the Skokie Police Department conducted extensive research of five major vendors and concluded that Axon Systems produces and maintains the preeminent BWC platform and the best, most encompassing single-vendor system for the Department's needs.

The Village Board approved entering a five-year agreement with Axon Systems that includes 120 BWC units with unlimited storage, 40 squad car camera systems, tasers that integrate with the system, a drone platform, associated software and other components for a fully integrated, comprehensive system that will both provide transparency to the community and efficiency in operations. The Police Department's In-Car Video Cameras and Investigations Video Management System were already scheduled for replacement in FY23, and the Department has an existing contract with Axon for Electronic Control Devices (Tasers). Significant efficiencies will be achieved by integrating these key technologies with the new body worn cameras in a single Axon platform. The agreement with Axon systems includes regular product updates, training and numerous other features.

The Skokie Farmers' Market Opens on June 5!

The Skokie Farmers’ Market opens for the season on Sunday June 5 and continues every Sunday through November 6 from 7:30 a.m. to 12:30 p.m. in the west parking lot at Skokie Village Hall, 5127 Oakton Street. This season we welcome back established vendors as well as several new ones, including Skokie-based vendors such as The Talking Farm and Skokie Provisions. Shoppers will discover the season’s fresh fruits, vegetables, flowers, meats and cheese, baked goods and more. Arrive early for the best selection!

The 2022 Market management team includes Market Manager Jennifer Engel and Assistant Market Manager Steven Klebe, and there will be lots of activities and weekly entertainment throughout the season! See the calendar below for the start-of-summer activities. Dogs and pets are not permitted in the Market. The Skokie Farmers’ Market is a smoke-free event.

Barking Dogs!
Barking dogs bring frequent complaints to the Village of Skokie, particularly in warm weather when windows are open. There are many reasons why a dog might bark excessively, including anxiety, attention-seeking, boredom, responding to other dogs, playfulness or excitement. Many times, if you can figure out what is troubling your dog, you can stop its barking, make the dog more relaxed, comfortable and happy, and at the same time, bring peace to your neighbors and your family.

In Skokie, there is a Village ordinance, Noisy Animals: 18-9, that states, “It shall be unlawful to harbor or keep any animal which disturbs the peace by loud noises at any time of the day or night.” If you have been informed your dog’s incessant barking is disturbing another person's peace, you need to take action. For example, if a dog is let outside and has been incessantly barking, it is the owner’s responsibility to bring a dog inside or stop the dog from barking before it reaches that point.

Electricity Prices Are on the Rise
From the Skokie Public Works Department:

Electricity prices have increased significantly within Illinois over the past year due to higher wholesale fuel supply costs and regional power plant retirements. Demand for electricity at the commercial and industrial levels has increased in the post pandemic era as well. The confluence of these factors has resulted in higher energy prices within Illinois and across the U.S. Beginning June 2022, consumers across the state will see these higher electricity supply-based costs reflected in their utility rates. ComEd’s published electricity supply rates are projected to increase approximately 15 to 25 percent from the previous year.

If you are part of the municipal aggregation purchasing program: 
  • The rate that you pay is equal to the monthly ComEd published tariff rates (which includes the sum of the Purchased Electricity Charge, Transmission Service Charge and the Purchased Electricity Adjustment).
  • There is no risk of paying more than you would otherwise pay as a ComEd customer, however, ComEd rates are estimated to increase approximately 15 to 25 percent from the previous year.
  • There are no early termination fees if you do not wish to be served by MC2 under the aggregation program.

COVID-19 Updates
HHS Preparing To Provide COVID-19 Vaccines
for Children Six Months Through Four Years of Age

The U.S. Food and Drug Administration (FDA) announced plans to convene meetings with its outside advisers on June 8, 21 and 22 to consider emergency use authorizations for pediatric COVID-19 shots.
 
When the FDA authorizes COVID vaccinations (Moderna and/or Pfizer) for children from six months to four years of age, the following will happen:

  • The Centers for Disease Control and Prevention (CDC) would have to recommend who needs them — all children 6 months – 5 years or just those children at higher risk from COVID-19.
  • When the CDC authorizes this the Illinois Department of Public Health (IDPH) will contact local Health Departments including the Skokie Health and Human Services with instructions.
  • Pediatricians and Health Departments will then order the vaccine and administer the vaccine(s) to young children.
 
The Skokie Health and Human Services Department encourages parents to contact their pediatrician now to make sure that they will be offering the vaccine. The Skokie Health and Human Services Department will provide further information as it becomes available.
COVID-19 Therapeutic Treatments are Available and
Prevent Hospitalizations and Deaths

COVID-19 outpatient therapeutics can be used to prevent or treat eligible non-hospitalized patients who have tested positive for COVID-19 and have mild to moderate symptoms. Prevention and early treatment for eligible patients can help improve patient outcomes, reduce stress on healthcare facilities, and even save lives. Individuals should consult with a healthcare provider about obtaining a prescription for one of the therapeutic treatments that are widely available.
 
The Illinois Department of Public Health (IDPH) has been supporting pharmacies and healthcare providers in efforts to increase their inventories of the various FDA-authorized treatments. There are over 1,200 treatment locations in Illinois - including all the major retail pharmacies. More than 96.7 percent of the state’s population is within a 10-mile radius of one of these locations.
 
While COVID-19 case counts are rising, the Skokie Health and Human Services Department is urging the public not to be alarmed, but to be aware of this trend and to take action by making sure they are up-to-date with vaccinations and booster shots. With Cook County being rated at a Medium Community Level, individuals who are elderly or immunocompromised are strongly advised to mask up in indoor places.  
COVID-19 Cases Increasing: CDC Recommended Mitigation Measures

The Skokie Health and Human Services Department is reminding residents of the importance of following the Centers for Disease Control and Prevention’s (CDC) mitigation recommendations including wearing a mask when indoors, testing, and staying up-to-date with COVID-19 vaccines and boosters. Due to a recent increase in the number of COVID-19 cases, the CDC recently updated the COVID Community Level from “Low” to “Medium”. 

The CDC looks at a combination of three metrics to determine the COVID-19 community risk level:
  • New COVID-19 admissions per 100,000 population in the past seven days;
  • The percent of staffed inpatient beds occupied by COVID-19 patients; and
  • Total new COVID-19 cases per 100,000 population in the past seven days, which in Cook County, was 337. This COVID-19 community risk level is continually changing on a weekly basis.

At the current CDC COVID Community level of “Medium”, the CDC recommends the following:
 
With COVID cases increasing, the Skokie Health and Human Services Department also recommends the following:
  • Wearing a mask indoors in public regardless of vaccination status
  • Wearing a mask or respirator that provides greater protection if you are a high risk individual for severe disease
  • Wearing a mask if you have symptoms, a positive test, or have had an exposure to someone with COVID-19
  • Socializing outdoors if possible and avoiding poorly ventilated indoor settings
  • Getting tested before attending a family or public event. Home tests are ideal for this purpose
  • Contacting your doctor right away to get treatment for COVID-19 if you are diagnosed
  • Staying up-to-date with COVID-19 vaccines and boosters
  • Following CDC recommendations for isolation and quarantine, including getting tested if you are exposed to COVID-19 or have symptoms of COVID-19

The Health and Human Services Department continues to evaluate and monitor COVID-19 data and will provide recommendation updates as necessary.

The Skokie Health and Human Services Department is offering residents appointments, however residents can also find available COVID appointments by visiting www.vaccines.gov or visiting the Skokie COVID-19 Vaccine Providers webpage.
Update on Skokie's Vaccination Statistics and Data
Skokie residents can find a COVID-19 vaccine clinic by visiting www.vaccines.gov or by scheduling an appointment at one of the Village’s upcoming Pfizer or Moderna vaccine clinics by visiting www.skokie.org or schedule a vaccine at one of the. Please call HHS at 847/933-8252 for information about Johnson & Johnson vaccine. All vaccinations are given by appointment only at Skokie Village Hall, 5127 Oakton Street.

  • The Village's COVID-19 data page is updated when new data is available from the Illinois Department of Public Health. Note: Skokie Resident COVID-19 vaccination percentages for specific indicators may show a subtle decrease in vaccination percentages effective the week of May 16 due to Illinois Department of Public Health (IDPH) ongoing data review and quality assurance efforts. IDPH reported that data for previously reported COVID-19 vaccine doses administered are being continuously updated. Therefore, previously reported numbers may change to reflect the updated data. IDPH will continue to report the number of COVID-19 vaccine doses administered daily, but is should be noted that IDPH is updating COVID-19 vaccination data twice a month.


  • If you are not fully vaccinated, please stay vigilant and practice the 3 W's: Wear a Mask, Watch Your Social Distance and Wash Your Hands!
