California Carpet Differential Assessment Increases on April 1
By email dated March 17, 2023, CalRecycle directed CARE to increase the carpet differential assessment effective April 1, 2023. This increase is necessary to ensure the financial health of the carpet recycling industry in California.
The new assessment levels are:
While CARE recognizes this is short notice and puts a burden on retailers, the increase is necessary to protect the California Carpet Stewardship Program, including the financial stability of our collectors, processors, and recyclers. This CalRecycle directive follows several months of requests by CARE for CalRecycle approval of an assessment increase to extend program solvency. CalRecycle has represented to CARE that the present assessment increase comports with the contingency plan currently in effect and does not require prior approval of a new five-year plan. 

Retailers are encouraged to contact their mill representatives for further detail on how the assessment increase will be rolled out. Updated resources – including Frequently Asked Questions, point-of-sale signage and instructions on listing the assessment on the invoice – are available on the CARE website's Differential Assessment page.
Micro Grants Continue to Support Collection
The California Carpet Stewardship Program has awarded its fifth Cycle 5M micro grant to DFS Flooring, LP in Van Nuys. The nearly $2,000 grant to this new public drop-off site will enable DFS to purchase small pieces of equipment to more efficiently collect and load carpet for transport to a recycler. The site anticipates collecting at least 100,000 additional pounds of post-consumer carpet annually, and its location contributed to CARE meeting its 2022 convenient collection goal. 

Cycle 5M, Micro Grants for Collection/Reuse, remains open until further notice to eligible California-based entities seeking to collect or reuse additional PCC volume. Awards are limited to $15,000 per year per eligible applicant. Further details as well as the application link and budget template can be found on CARE's Grants Webpage.
Article Delves into Carpet as Feedstock
A recent article in Resource Recycling delves into the chemical details of carpet recycling. Written by CARE Product & Market Development manager Rob Thiess and consultant Russ DeLozier, the article describes how recent developments in technology have made carpet, which has been considered a waste stream, the feedstock for the future. This is also the theme of CARE’s upcoming Annual Conference. (See next story)
 
One Month until the CARE Conference!
It’s just a month away! CARE’s 21st Annual conference with the theme, “Carpet: Feedstock for the Future” takes place April 25-26 in Orlando, Florida. Collectors, processors, and manufacturers from around the country will discuss recent developments in recycling technology, the ID equipment challenge, Extended Producer Responsibility, and new products and markets. 

Speakers from key companies including Ascend Performance Materials, Mohawk, Milliken and Engineered Floors will be featured, along with representatives from NASA, the National Renewal Energy Laboratory, the Synthetic Turf Council and Carpet Recycling UK, who will share insights and lead discussion on the issues facing the carpet recycling industry.

CARE on the Road
California Program Director Thomas Coates spoke at the SoCal Waste Management Forum on March 23 in Pomona. CARE staff will be tabling at the SWANA Western Regional Symposium tradeshow, April 3-6 in Monterey. Attendees can visit CARE’s exhibit booth to learn about public drop-off sites, how to become a drop-off site, CARE grants, California-sourced PCC-content products, and more.
