About the Month of October

Naming: Its name comes from the Latin octo, meaning “eight,” as it was the eighth month in the ancient Roman calendar.
Birthstone: Opal – symbolizing hope, creativity, and harmony.
Birth flower: Marigold and cosmos – representing passion, determination, and peace.
Holidays: October is known for Halloween (Oct. 31) in the U.S., along with Indigenous Peoples’ Day (second Monday of October). Canada celebrates Thanksgiving in October as well.
Zodiac Signs: Libra (Sept. 23 – Oct. 22) and Scorpio (Oct. 23 – Nov. 21).

Accepting Community Placemaking Applications
Through October 3rd at Noon
| | Metro is now accepting applications for the 2026 Community Placemaking grant cycle. Applications are due Friday, October 3 at noon. Up to $450,000 will be awarded in grants ranging from $5,000 to $15,000 and no matching funds are required. Community Placemaking grants support community-led, equity centered, arts and culture-based efforts that strengthen people’s connections to each other and places they care about. People interested in applying are strongly encouraged to visit the how the apply page and read the updated application handbook. | | | |
Businesses and individuals without a nonprofit partner are not eligible. All grant-funded activities must take place in Portland region’s urban growth boundary. Read the application handbook to learn more about eligibility and requirements, the program’s objectives and how applications will be evaluated, and preview the application questions.
Eligible applicants include:
- Nonprofit organization with tax-exempt status
- Community group or individuals partnering with a tax-exempt nonprofit fiscal sponsor
- Public agency, institution or Tribe

At Metro, we believe that fostering diversity, equity, and respect benefits everyone. These trainings are designed to support our collective growth as equity leaders within our organizations and throughout the communities we serve.
What to Expect: The linked schedule below includes session dates, times, and course descriptions. All trainings are free of charge and open to any staff member from your organization. Participation is completely optional and based on interest and relevance to your team.

| | Portland's 2045 Transportation System Plan | | The Transportation System Plan (TSP) is the 20-year plan to guide transportation projects, programs, policies, and investments in Portland. | |
Community Advisory Committee (CAC) second meeting recap: At their second meeting, 2045 TSP CAC members participated in an Appreciative Inquiry process and then collaborated on a Wish Wall where they grouped their wishes for Portland's transportation system with one another's related wishes. While staff still need to craft draft goals from the CAC's wishes, the presentation and meeting notes are now available on the Meeting 2 webpage.

Now it's your turn, Portland!
We invite you to start by thinking about some of the best times you’ve had getting around Portland or related to our transportation system. Then consider what that positive experience might mean about what you deeply value. Finally, consider what it makes you wish for the future of Portland’s transportation system.
Your feedback will not only directly shape the plan Vision and Goals but will serve as a reservoir of community values that staff will return to throughout the two-year process to help guide and direct the update. Your project team will report back to participants on the collective results of the survey and how all feedback was considered and integrated, as applicable.
| | Economic Opportunities Analysis – Discussion Draft Released | | The City of Portland has released the Economic Opportunities Analysis (EOA) Discussion Draft for public review. The EOA is a state-required study that looks at how Portland can support job growth, maintain a competitive land supply, and align land use with community values over the next 20 years. | |
About the Discussion Draft
This draft builds on recent economic trends and community priorities, and it highlights strategies for Portland’s major employment geographies:

Central City – adapting to shifting work patterns and reactivating underutilized spaces.

Industrial Districts – balancing site readiness, freight mobility, and environmental protections.

Neighborhood Business Districts – enabling small businesses, light production, and reinvestment in older storefronts.

Campus Institutions – supporting growth of health, education, and research facilities that provide essential services and high-wage jobs.

Next Steps
Following the outreach period this fall, BPS will revise the draft into a Proposed Draft for consideration by the Planning Commission later this year. The Planning Commission will hold public hearings before forwarding a recommendation to City Council in 2026.
Your feedback will help shape strategies that support inclusive prosperity, business innovation, and environmental stewardship across Portland.
Job Growth and Natural Resource Protections
The Economic Opportunities Analysis is being conducted in coordination with the Columbia Corridor Industrial Lands Ezones Project to provide adequate protection for natural resources and sufficient industrial and employment land to meet future needs.
The Economic Opportunities Analysis is part of a broader Citywide effort to balance job growth and natural resource protections.
| | Recruitment: Multnomah County’s FY 26-27 Community Budget Advisory Committees (CBAC) | | |
No budgeting or financial expertise is necessary! CBACs are groups of community members that review and make recommendations on county departmental budgets and operations. Meetings are focused on the bigger picture - understanding the county's programs and services, discussing challenges and opportunities that departments are considering in their budget process, and providing input on key budget decisions for the next year.
Applicants select the top three department or office CBACs that most align with their interests and experience. Departments select participants based on application answers and, often, an interview. Once selected, CBAC members will hear directly from department directors and frontline staff about county programs and services. Working in a cohort model, CBAC members co-create and present recommendations to the Board of County Commissioners near the end of the budget cycle.
