Dear Friends,

The Sewerage and Water Board recently chose a new Executive Director. Welcome to New Orleans Mr. Randy Hayman. Click here for information on Mr. Hayman's previous experience and background.  


The selection of Mr. Hayman was performed by the Board of Commissioners of the Sewerage and Water Board (SWBNO.org), following an extensive, national search. I and members of the Council certainly look forward to working with Mr. Hayman and the staff and Board of that agency to address important issues relative to flood control and many other matters. 


The Sewerage and Water Board (S&WB) is not a Department or Office of the New Orleans city government. The S&WB was created by the State of Louisiana 125 years ago, and is an agency of the State. The S&WB budget is not brought before the City Council for review or approval. The S&WB employees operate under State Civil Service rules and regulations. 


The Sewerage and Water Board is responsible for the cleaning and maintenance of the City's seventy thousand storm catch basins. The S&WB agency owns, maintains, and repairs the city's fire hydrants, while also repairing infrastructure and pipe leaks throughout the City. 


The Sewerage and Water Board operates according to and is subject to the laws of the State of Louisiana. The City Council was required to secure the passage of legislation through the State of Louisiana to formally intervene in the resolution of billing disputes. Millions of City dollars have been invested in the creation of a billing resolution process that has brought relief to thousands of ratepayers who had previously outstanding billing concerns. 


The City of New Orleans has invested millions of dollars in the S&WB Power Complex that is presently under construction and will provide the Sewerage and Water Board and our city's residents with a more reliable source of power to keep drainage pumps in operation including through major storm events. 


There is a need for the Sewerage and Water Board to work on a regional level to address flooding caused by aging infrastructure. The recent levels of storm related flooding in Jefferson Parish and St. Tammany Parish, in addition to the flooding in Orleans Parish, alert all to the need for regional cooperation to secure the resources and support to build stronger storm flood mitigating infrastructure. 


Congratulations to the high schools located in City Council District D that are playing in the Louisiana High School Athletic Association baseball playoffs - Brother Martin, Holy Cross, McDonogh 35 and St. Augustine.

LEGISLATIVE UPDATES

Councilman Green supported the following legislation at yesterday's City Council meeting: 


Motion Nos. M-25-219 and M-25-257 approved demolition of blighted properties located at 1920-22 Franklin Avenue and 2233-35 Port Street.

 

Ordinance Cal. No. 35,069 approved an agreement with the New Orleans Aviation Board and the U.S. Department of Transportation through the Infrastructure Finance and Innovation Act for a federal award of $2M for the Light Rail Terminal Connection Project.

 

Motion No. M-25-253 approved the appointment of Ashley Spears as the Council’s appointee to the Orleans Parish Ad Valorem Tax Exemption Program Committee for Orleans Parish.

DEMOLITION OF NEARBY BLIGHT / NEW PUBLIC SPACE

The good and the bad. The good: A nice public space is being constructed under the elevated expressway at Claiborne Avenue. The bad: a very troubled, destructive person hopped the fence near the completion of construction and painted ugly graffiti along the entirety of the fence. The good: the Department of Code Enforcement responded in expedited fashion to a request by the City Council District D office to demolish a blighted property next to the site in anticipation of soon to be public access. The good: the space will open soon, part of the continuing revitalization of historic Claiborne, especially St. Bernard to St. Louis.

NOPD POLICE RECRUITS

Welcome to the 25 new recruits of the New Orleans Police Department. They join members of two other recruit classes that are active at the Academy at this time. The new recruits were greeted at opening ceremonies by many in NOPD leadership, including a 56 year veteran of the NOPD, Captain Ernie Demma. The independent Metropolitan Crime Commission reported on the same day continuation of the decreases in violent crime and property crimes, especially when compared to 2022. There are still too many crimes, and no one will be fully satisfied until there are no crimes committed. NOPD ANNOUNCES JAZZ FEST SAFETY MEASURES

Jazz Fest is one of our city’s most iconic and cherished traditions—and with that comes a strong and coordinated commitment to public safety.

 

The New Orleans Police Department is proud to once again provide a visible and vigilant presence to ensure this year’s Jazz & Heritage Festival remains safe, enjoyable, and family-friendly.

 

Beginning Thursday, April 24th, through Sunday, April 27th, and again from Thursday, May 1st, through Sunday, May 4th, 2025, NOPD will deploy over 200 officers each day dedicated to Jazz Fest coverage—both inside the Fairgrounds and throughout the surrounding neighborhoods.

 

Our officers will be assigned to a number of critical functions, including:

  • Traffic control and crowd flow for both ingress and egress around the festival site.
  • Crash response and perimeter control in and around the 1st and 3rd Districts.
  • Real-Time Crime Center (RTCC) monitoring and on-site camera coverage for enhanced situational awareness.
  • NOPD Bomb Technicians assigned to the Fairgrounds area.
  • Tactical Teams working along the perimeter and key access points.
  • Drone Operations will also be utilized for aerial support on the festival’s exterior throughout the festival.


In addition, NOPD has been working closely with the Department of Public Works and the New Orleans Office of Homeland Security and Emergency Preparedness (NOHSEP) on vehicle mitigation strategies.

 

We ask all festival-goers to celebrate responsibly:

  • Stay hydrated in the heat,
  • Travel in groups or use the buddy system,
  • And whenever possible, use ride shares or public transportation to ease congestion and improve safety.


Jazz Fest is a celebration of culture, community, and resilience. We are honored to help keep that spirit alive and safe. Let’s all do our part to ensure this year’s festivities are memorable for all the right reasons.

KEEP LOUISIANA BEAUTIFUL'S SURVEILLANCE CAMERA ENFORCEMENT WORKSHOP MAY 22

Keep Louisiana Beautiful and the Louisiana Department of Wildlife and Fisheries have teamed up to train commissioned officers on the proper use of surveillance cameras to enforce illegal dumping and littering laws.


Held on May 22, 2025, at the State Library of Louisiana (701 N 4th St. - 1st floor meeting room) in Baton Rouge from 9 am to 12 noon. This free workshop has limited availability and is designed to train only those individuals who are commissioned to enforce Louisiana's litter laws. Those who don't have the authority to enforce the litter laws should not attend the workshop.


Advanced registration is required as space is limited.

COMMUNITY ENGAGEMENT

Councilman Green recognized the cast and production crew of the George Washington Carver High School Drama Club's spirited presentation of the musical Annie, which took place on Friday at Gallier Hall. Director: Ateja Jackson. Such talented and motivated young people. 

Dillard University awarded a grant to and recognized The Johnny Jackson, Jr. Foundation for its community building commitment to especially the Desire area community and also to the City of New Orleans. In the photo are Nick Harris, Dillard Vice President and Executive Director of the Dillard University Community Development Corporation, Jeanne Jackson and Jean Jackson, Co-Founders and Directors of the Foundation, Monique Guillory, PhD, President of Dillard University, and Councilman Green. For Foundation activity info: click here.

Councilman Green at the Evening Of Reflection that took place at the World War ll Museum in recognition of Holocaust Remembrance. Councilmember Green joined Anne Z. Kiefer, District D Community Liaison to the lake area and DeSaix area communities, Rosa Gitlin Langley, and Leon Langley at the event. Mrs. Langley was the Assistant Director of the Office of Small and Emerging Business Development during the Administration of Mayor Marc Morial, during which time Councilman Green served as the Director of that Office. 

Councilmember Green joined musician Rickie Monie as recipients of awards from the Alumnae Chapter of Delta Sigma Theta Sorority, Inc. Mr. Monie was recognized for 60 years of sharing his musical talents, and Councilman Green received the Community Service Award. 

Councilman Green attended the Hazardous Mitigation Grant Program focused community meeting that took place at the Nova Navra library in the Seventh Ward. DMM & Associates principals Dottie Reese and Margaret Montgomery - Richard serve as consultants to the City of New Orleans on this project.
