Holy Week Edition


Dear Members and Friends of the Presbytery of San José,


For this week’s opening remarks, EP Neal Presa shares a special video message in observance of Holy Week, available to view & read below:

Holy Week greetings! I share this written and video reflection while the 17th-century composition “Miserere Mei, Deus” plays. Inspired by the opening words of Psalm 51, “Have mercy on me, O God,” the composer Gregorio Allegri wrote this song to draw our attention on our need for God, as we live and move and have our being in the Savior. It was a song intended for the Sistine Chapel in the Vatican, and is traditionally played at Tenebrae services leading to the Good Friday cross, the death silence of Holy Saturday, and looking forward to the glorious victory of Easter morning.


 One of my best friends who lives in Carlsbad, California sent this song to me this week, a timely reminder that in the grind and grit of our life and faith, it is God who creates in us willing and generous spirits, who restores to us the joy of God’s salvation. Thanks Matt for sending this!


These past six weeks in the Lenten season have gone by like a blur. Remember Ash Wednesday way back in February? Remember the start of the New Year 2026? So much has happened. My itchy eyes and nose tell me it’s springtime, trees and flowers blooming. It means Pentecost is coming, summer is in the horizon, then the autumn cool, which means Advent, which means Christmas, which means 2027. And we begin again.


Holy days – holidays – like Maundy Thursday, Good Friday, Holy Saturday, and Easter – provide us with a renewed sense that something else is going on. Sure, there’s the $6.00 price at the gas pump, the $7.00 for a dozen eggs at Safeway, the dog to walk, the amber-colored cylinders in the medicine cabinet to keep track of daily doses, sermons to write, kids to attend to, loved ones to care for. Those things still happen. And in the midst of all of it, God is on the move. God is at work, emerging from the email, residing with us, abiding with our hopes and prayers, ever-present with loved ones and strangers. In this sense, each day is a holiday, holy days, every moment is sacred. Have mercy on us, O God, when we miss your presence. Create in us, generous and willing spirits to be open to You and Your presence, for the time You provide us is holy because You are here.


May our journey to the cross, to death’s tomb, and the Easter morning direct us to the Savior.

A Loss in Our Presbytery:

Rev. Richard Spencer


The Rev. Richard Spencer, honorably retired, died peacefully this past Monday, March 30th in Milwaukie, Oregon. Although he and his wife, Joan, moved to Oregon to be closer to family, he kept his membership in the Presbytery of San José. His daughter, Christy Polk, was under care of our Presbytery and serves as Transitional Pastor of the Oak Hills Presbyterian Church in Milwaukie, where she was ordained in 2016 as Associate Pastor. His funeral will be held at Oak Hills Presbyterian Church on Saturday, May 16 at 1:00pm. Richard’s death during Holy Week reminds us of our faith’s affirmation, that in life and in death, we belong to God. May the reality of that promise, in whom Richard rests, abide and comfort the Spencer family and all of you who knew him. -NP

National Agency Receives New Title


The Presbyterian Church (U.S.A.) recently announced that its Interim Unified Agency has been renamed to Presbyterian Life & Witness.


Originally established in 2022, the agency’s new name reflects a revitalized focus on advancing mission and ministry priorities. Its work centers on supporting mid councils, developing leaders, strengthening and unifying ministry efforts, advancing reparative justice, nurturing the life of the church, and building strategic partnerships. The updated tagline—“Serving God’s Mission in the World”—captures this shared commitment moving forward.

3rd NEAR Gathering Hosts Rev. Cece Armstrong, Welcomes Chrys Saghal as New CRE


On March 26th, members of the Presbytery at large gathered for a Spirit-filled evening at Westminster Presbyterian Church in San José for our third NEAR Gathering. The night began with a shared meal and welcome procession of the honorable Rev. Cece Armstrong, who continues to fulfill her duties as Co-Moderator of the 226th General Assembly.


Pastor Rev. Dr. Bryan James Franzen and Associate Pastor Rev. Neneth Ross graciously hosted the gathering, opening their church as a place of welcome and connection for the presbytery. In her homily, Rev. Armstrong offered a compelling image: when we enter a dark room, our instinct is to reach for the light switch. She likened that light to power—so often concentrated in certain hands in our world— be it politically, socially, or otherwise. She reminded us that, as people rooted in God’s Word, we are entrusted with a different kind of power. Through our relationship with Christ, we are called to “flip the switch” for others, bringing light into places of spiritual and communal darkness.


The gathering continued with a vibrant and engaging Q&A led by EP Neal Presa, where members had the opportunity to reflect on the work of the General Assembly and hear about updates to its deliberations, including her continued role in moderating next year’s Assembly. The evening also included the joyful commissioning of Chrys Saghal as a Commissioned Ruling Elder at First Presbyterian Church of Santa Clara, marking a meaningful moment of celebration and progress within our presbytery's leadership initiatives.


As the evening came to a close, there was a shared sense of gratitude—for the gift of in-person gathering, for the presence of such thoughtful and inspiring leaders, and for the Spirit moving among us as we enter such a reflective time in the Lenten season.


Dr. Wayne Shen Becomes Presbytery's 2nd Commissioned Ruling Elder


On Saturday, February 21, our Presbytery community gathered in Monterey to celebrate the commissioning of Dr. Wayne Shen of El Estero Presbyterian Church as a Commissioned Ruling Elder. Surrounded by members of his congregation, family, and friends, Dr. Shen affirmed his call as the second official CRE within the Presbytery of San Jose.


In this role, Dr. Shen will help lead the life of the El Estero through worship, session moderation, and congregational outreach, among other duties. The celebration marked both a meaningful milestone and a testament to the Presbytery's progress in supporting leadership gaps. We give thanks for a beautiful and successful day, and we continue to lift Dr. Shen in prayer as he begins this important calling, trusting in the Spirit to guide his ministry ahead.

Rev. Larry & Lorrain Vilardo Recognized for their Service at

El Estero


On Sunday, March 1, El Estero Presbyterian Church hosted a joyful Aloha luncheon in honor of the honorably retired Rev. Larry Vilardo and his wife, Lorrain Vilardo. Over the past year, Larry and Lorrain faithfully served the church through monthly pulpit supply and leadership at the Lord’s Table, offering steady care and presence in the life of the congregation


The afternoon was filled with gratitude and celebration, as members presented a musical gift of ukulele melodies to honor the Vilardos’ service. It was a warm and heartfelt expression of appreciation for the ways they have supported and strengthened the community.



We give thanks for Larry and Lorrain’s faithful ministry among the people of El Estero, and we hold them in prayer with deep gratitude for the care and dedication they have so generously shared.

Inaugural Worship Service

First Thai Presbyterian Church

Sunday, April 12 at 2:00 pm


We are delighted to announce a celebratory worship service marking the official launch of First Thai Presbyterian Church of San José. The service will take place on Sunday, April 12, at 2:00 PM at the McKee Road campus. All members of the presbytery and wider community are warmly invited to attend and share in this joyful milestone.


The afternoon will begin with a brief congregational meeting to elect elders and approve bylaws, followed by a celebratory worship service featuring the installation of The Rev. Prasartpong “Paul” Pansuay as pastor, the ordination and installation of elders, and the celebration of Communion. A fellowship lunch will follow, concluding with the inaugural meeting of the charter Session.


The April 12 celebration takes place on the eve of Songkran (Thai New Year), a joyful and meaningful festival in Thai culture — a fitting time to give thanks for new beginnings and the birth of this new congregation.

Clergy Reminders

Board of Pensions Update:

Spring Board Bulletin Now Available



The Board of Pensions has released its Spring 2026 Board Bulletin, highlighting several new initiatives to strengthen financial and family support for pastors and congregations.


Among the updates, effective January 1, 2027, the Board approved a 50% subsidy for dependent children covered under the Congregational Pastors’ Package, a two-year extension of Transitional Pastor’s Participation, and a new childcare support grant. In addition, effective July 1, 2026, the Board of Directors granted a 7.2% experience apportionment for the Defined Benefit Pension Plan, the largest experience apportionment approved to date.

A friendly reminder to clergy across the Presbytery of San Jose to save the date for our upcoming Clergy Retreat, taking place October 28–29 at St. Francis Conference Center in San Juan Bautista (one night, two days).


This gathering offers teaching and ruling elders a meaningful time set apart for reflection, fellowship, and shared learning in our ministries and callings.

Required Boundary Training for Elders:

Healthy Ministry Relationships

April 18th, 9:00 am-1:00 pm



The Rev. Bruce Reyes-Chow (member at-large) will again facilitate required Boundary Training for ruling elders and teaching elders on Saturday, April 18 and Saturday, November 7. Deacons and non-clergy church staff are welcome to also attend the morning sessions on both days with ruling elders.


The pattern for both days are:


9:00 am-10:00 | Online Session (open to ruling elders, deacons, and non-clergy staff)

10:00-11:00 | Break

11:00-1:00 pm | In-Person for teaching elders (with lunch included) held at the Presbytery Office/Cornerstone Church of Silicon Valley chapel at 890 Meridian Avenue in San José

This boundary training addresses maintaining safe and healthy ministry relationships, with such topics as power dynamics, financial boundaries, social media, pastoral care and counseling relationships, self-care and well-being.


Reminder:


Teaching elders (clergy) must complete either the Presbytery’s in-person training with Rev. Bruce Reyes-Chow or the online SafeGatherings training. Ruling elders may attend the Presbytery training or complete another Session-approved boundary training, as determined by their Session.


Please Note:


In addition to the Teaching Elder/Ruling Elder Boundary Training, all elders are also required to complete Child Protection Training, as mandated by the Book of Order (G-3.0106). The Presbytery recommends “Darkness to Light: Stewards of Children” (in-person or online), though other approved curricula may be used. Completing one training does not fulfill the other — both are required.

Training for Treasurers

and Finance Chairs

Our Presbytery Treasurer, Rev. Edd Breeden, will facilitate an annual workshop that covers the fundamentals of serving as a church treasurer, a finance chair or on a church finance committee. The workshop will be held in-person on Saturday, May 2 from 9:30am-12:00pm at the chapel of the Presbytery Office/Cornerstone Church of Silicon Valley at 890 Meridian Way in San José.

Pieces on Peace

April Edition


Veronica Ota, Peacemaking & Justice Advocate


For decades, I’ve seen the Westview “Chimes” newsletter pinned to the bulletin board of First Presbyterian Church, Altadena (FPCA) – the church I grew up attending, where I still work (part-time hybrid) in community outreach, and where I’m under care as a candidate for ministry. I’ll be honest, I never read the “Chimes” on the bulletin board, but when my husband and I moved up to Prunedale/Castroville last September, I figured Westview would be a good place to visit since I had some sort of connection.


Westview and FPCA are small, multicultural churches that share a common history as Japanese American churches. While it was exciting and nostalgically heartwarming to see old photos of the Westview congregation that reminded me very much of my home church, what really impressed me about Westview was not their past, but their future. They were in the process of constructing a tiny home community called “HOPE Village” on their campus to serve their neighbors experiencing homelessness.


Westview is small in number, but the decision to partner with Community Action Board (CAB), and the counties of Monterey and Santa Cruz to construct a tiny home community that can help provide housing for up to 34 people at a time is big, giant, herculean, I would even say miraculous! HOPE Village provides more than shelter. CAB has two case managers, a housing navigator, and staff on site daily to provide assistance. They partner with Loaves and Fishes, the Salvation Army, Meals on Wheels, and other groups to help residents access meals and food. They have laundry and cleaning services to help everyone feel comfortable. Westview is working to provide opportunities for spiritual care and fellowship. The hope is that within six months, residents will move on to permanent or longer-term, stable housing. CAB’s goal is that 60% of villagers are able to accomplish this. A similar model exists in Santa Barbara and has an 85% success rate. There is much hope for HOPE Village!


While touring the recently completed site, CAB’S homelessness prevention and intervention services director, Mike Kittredge, shared an earnest request for prayer. He asked people of faith to pray for HOPE Village and CAB to find continued funding to serve our unhoused neighbors. A more official “grand opening” celebration is in the works, but for now our Presbytery can pray for HOPE Village – for its residents, staff and affilliated groups, and for Westview and their ministry with HOPE Village. I also invite you to join me in praying for more churches to be moved and inspired by this example of a small church doing a great thing to help unhoused neighbors.

This week, we invite you to pray for the ministry of El Estero Presbyterian Church, along with its leadership, including Commissioned Ruling Elder Dr. Wayne Shen, and all who contribute their time and care to sustain its life of worship and fellowship.


El Estero is rooted in a long and meaningful history of service, beginning with early outreach to Japanese farmers and fishermen along the Monterey coast. Today, that same spirit continues through a vibrant, multicultural, and multigenerational community gathered in the name of the Lord Jesus Christ. Guided by a mission to glorify God through a commitment to the Great Commandment and the Great Commission, the church seeks to create a space where individuals can grow in faith with their neighbors.


Throughout the week, this commitment is reflected in offerings of worship and creative gathering. Sunday Worship Service takes place at 10:30 AM (in-person or via Zoom), while Thursday Small Group Study meets at 7 PM via Zoom. Creative expression is encouraged through the Open Art Studio, held at 10 AM on the 1st, 2nd, and 3rd Saturdays via Zoom, and fellowship continues with Ukulele Fellowship at 12:30 PM on the 1st Sunday in person. Seasonal opportunities like Hiking Fellowship also bring the community together when conditions allow. Each gathering offers a chance for reflection and spiritual nourishment in connection with weekly service.


As El Estero Presbyterian Church continues to serve its community with openness and care, we give thanks for its enduring presence and faithful witness. Mission and Outreach Working Group Roundtable Gathering

Saturday, June 13 at 11:30 a.m.


Save the date for a roundtable gathering hosted by the Mission and Outreach Working Group (MAOWG). Mission committee chairpersons and members from across our presbytery are invited to come together for conversation, connection, and encouragement.


Join us for a potluck luncheon and discussion time to share the joys and challenges of mission work within our congregations. It will be an opportunity to learn from one another’s experiences and strengthen our shared ministry.


MAOWG also hopes to compile a current list of mission chairpersons and their contact information from each congregation. This will help us communicate about upcoming events, available grant money, and future mission trips.

Members of the Presbytery are invited to attend a retreat to Taizé, France, hosted by Spiritual Director and Westhope office manager Tjitske Postma. Young adults seeking a spiritually immersive experience are invited to join a small group for this one-week experience at the Taizé monastic community, one of the world's most popular sites for Christian pilgrimage.


Participants will begin in Paris on June 28 and travel together to Taizé for a week of reflection, worship, and community life. Tjitske, a certified spiritual director and experienced retreat leader to Taizé, will guide the group throughout the journey.

Work Group Spotlight:

Legal Aid Initiative



A report issued November 20, 2025 by the American Immigration Council indicated that without the benefit of an attorney at immigration court proceedings, people in our Presbytery have a 70% chance of being deported, often erroneously.


In response to this, the Presbytery's Peace and Justice Working Group has worked with EP Neal Presa to establish a free will offering initiative to support crucial legal counsel for people facing the threat of deportation. The Working Group and Presbytery staff have identified Peacemaking Offering and other related special funds that can provide up to $15,000 in matching funds. This initiative will run through Pentecost Sunday, May 24, 2026.


We invite you to give generously to two organizations in urgent need:



Your support helps ensure access to legal counsel and a fair day in court for our immigrant neighbors.


Fundraising Updates:



Thanks to the generosity of our congregations and partners, this initiative has continued to exceed expectations. As of March 3, more than $30,000 has been raised from over 120+ donors, unlocking the full $15,000 in matching funds. The new total includes an additional $1760 received from the Community Action Board of Santa Cruz since our last Fundraiser update. This remarkable outpouring of generosity reflects the shared commitment across our community to invest in meaningful, lasting impact.


We give thanks for the compassion and commitment shown across our Presbytery, and we encourage continued support through May 24, 2026, as we work together to uphold dignity, justice, and mercy for our immigrant neighbors.
