Rental Moratorium - Hazel Crest
Of utmost importance to our members is the Rental Moratorium implemented in Hazel Crest. The ordinance was approved in January 2023 and is expected to remain in effect until July 2023. There is the chance of an extension beyond July, however Mainstreet’s GADs remain engaged in the process. Currently, no rental licenses are being issued for new rental properties and existing rentals require owners to reapply for their certificates. The moratorium applies to single-family homes. Hazel Crest joins South Holland and Country Club Hills as local municipalities with active rental moratoriums. Mainstreet and the South Suburban Housing Center are collaborating with Hazel Crest to lift the moratorium. Click here to view the ordinance.

Dolton Inspections Shout Out
Our Government Affairs Directors and the Government Affairs Committee would like to acknowledge the Village of Dolton for their streamlined inspection process, which is easy to manage. We appreciate municipal officials who recognize the importance of working with REALTORS® to enhance communities. Reasonable inspection processes significantly contribute to successful transactions for our members and their clients. Thank you, Dolton!

Calumet City Inspection/Transfer Stamp Improvements
Our local GADs have received complaints coming out of Calumet City regarding inspection delays, confusion and inconsistencies in obtaining transfer stamps. Click here for a full rundown on positive progress concerning this situation. Click on the “Purchasing or Selling Property Process” blue box. A checklist of everything needed for the transfer stamp is located on Page 4. Also, “As is” purchases can be approved using the “CONSENT TO ACCEPT A CONDITIONAL CERTIFICATION OF COMPLIANCE TO BE EXECUTED BY BUYER” form. It is important that buyers understand they have 180 days to make improvements otherwise it is noncompliant.

DuPage County Board
The DuPage County Board’s Ad Hoc Committee for Housing Solutions is gathering feedback and insight from residents of the county regarding initiatives to develop and improve affordable housing options within DuPage County.

Additionally, the Board voted to repeal the Transportation Impact Fee at the May 23 meeting. Erasing the Impact Fee means DuPage homeowners are keeping more of their money. It’s rare that residents in Illinois see a reduction in their yearly taxes. Mainstreet recognizes and applauds the persistent collective efforts from their REALTOR® members, Board of Director representatives and Illinois REALTORS® Senior GAD Jeff Merrinette.

Naperville
The City of Naperville seated a new Mayor, Scott Wehrli in May. His initial efforts will focus on safety, mental well-being and community building. Mayor Wehrli received support from Mainstreet PAC funds as well as independent expenditures from Illinois REALTORS®. Mayor Wehrli is an advocate for property owners' rights, has a long history of fostering business and economic growth in Naperville and recognizes the importance of public safety in his role as an officer for the Naperville Park District.

Lake County Treasurer Holly Kim - Home Buyer Grants
Mainstreet partnered with Lake County Treasurer Holly Kim on a series of events in June to educate homeowners, homebuyers and REALTORS® on available down payment assistance and home repair programs in Lake County communities. Sessions were held in North Chicago, Waukegan and Round Lake Beach.

Prospect Heights
The municipality of Prospect Heights is working to prohibit short-term rentals within its boundaries. The Illinois REALTORS® legal team has reviewed the ordinance and identified potential violations. While discussions with the legal team are ongoing, GAD Bezares is engaging with Patrick Ludvigsen, the new Mayor of Prospect Heights, to build relationships and propose reasonable alternatives to a complete moratorium on short-term rentals.

Arlington Heights
The situation regarding the purchase of the Arlington Park complex by the Chicago Bears is currently fluid, with no concrete decisions or plans in place. Mainstreet will closely monitor the project's developments, particularly with regard to property taxes, housing and property owners' rights. GAD Kathy Bezares is connecting with relevant parties and attending village meetings to keep members and advocacy teams in the loop.
