2026 Long Beach Homeless Count Results

On Monday, July 20th, the City of Long Beach released the results of the 2026 Homeless Point in Time Count, which identified 3,729 people experiencing homelessness in the early hours of Jan. 22, 2026, an increase of 134 people, or 3.7%, compared with 2025. While the overall number of people experiencing homelessness increased, the year-over-year increase was smaller than the increase reported in 2025. The data also revealed several encouraging trends, including a 15.4% increase in people staying in shelters and a decline in the proportion of people experiencing unsheltered homelessness to 69.4 %, the lowest level recorded in the past four years. Delayed Organics & Refuse Collections

This week saw widespread service impacts for CD4. Eight of our neighborhoods experienced delayed collections of organics, refuse or both. I contacted both the City Manager and the Director of Energy & Environmental Services requesting an “official statement” explaining the service issues. Below is the statement I recieved from EES Director Bob Dowell. He explained that the service disruptions are a result of labor issues that have accounted for a 40% reduction in the Route Operator workforce. As indicated in the official statement, the EES Collection Bureau is currently working on creative solutions to supplement the workforce.

Statement from EES Director, Bob Dowell:

“The Energy & Environmental Services Department’s (EES) Collection Bureau is currently fully staffed with the budgeted 114 Refuse Operators (RO’s) positions to provide the City’s residential and commercial refuse collection services, however we are currently experiencing a high number of RO’s out daily due to injuries, illnesses, scheduled time off, and other unplanned absences that account for a 40% reduction in the RO workforce. EES is exploring creative solutions using the workforce reporting to work every day, while also recruiting supplemental non-career RO’s and hiring unbudgeted RO’s to offset the absences. The collection team serving District 4, including the following neighborhoods: El Dorado Park Estates, Imperial Estates, Los Altos North, Los Altos South and X-100 [plus Stratford Square, Park Estates and Artcraft Manor], are also impacted by these reduced RO staffing levels. On Tuesday, we experienced an additional three unplanned absences on the collection team servicing District 4’s routes. In the event that a resident or account experiences a missed pick up, we ask that bins are left out for service the next day. For Tuesday's missed pick-ups, our team has already sent collection staff to the impacted area(s) to complete refuse collections servicing. Despite this staffing challenge, EES’s missed collection rate is still below the industry average standard of 1%.”

LBPD Park Activation Event at Stearns Park

On Wednesday, I joined LBPD East for the Park Activation event at Stearns Champions Park. Kids enjoyed bounce houses, face painting, free ice cream, games and lots of giveaways. The face painting artist was particularly creative in creating animal faces on the kids. Attendees were able to interact with East Division staff, officers and Commander Quiñones. Senior Police representatives also helped with the activities. Thanks to LBPD East and all the attendees for making it a great community event!
