2025 Legislative Update - Week 13

Summary

Legislators reconvened in Tallahassee this week, seeking to finalize the budget process. Optimism faded as progress slowed, leading to an extension of the session until June 18. Conference subcommittees have finished their work; unresolved issues are now with the full Appropriations Conference Committee, set to resume meetings this weekend. 

 

Our legislative team is monitoring events as this process unfolds. The FOMA is pushing for essential funding for GME, the FRAME program, and other healthcare initiatives expanding access to care. Although several substantive bills passed the legislative process, some depend on funding through the 2025 General Appropriations Act. Please stay tuned for a comprehensive health care budget summary after the legislature adopts the full conference report.

 

In other news, House Speaker Daniel Perez announced plans to reintroduce a medical malpractice bill in 2026 after Governor Ron DeSantis vetoed the measure this year. The legislation sought to repeal Florida's longstanding law, often called the "free kill" statute, which currently blocks certain family members from suing for wrongful death due to medical malpractice. DeSantis cited concerns about the bill's lack of safeguards, such as damage caps and attorney fee limits, arguing that his veto was necessary to maintain Florida's attractiveness to physicians and stability in the insurance market. Perez stated the bill is needed to ensure accountability and fairness. Opponents warn the measure could exacerbate physician shortages and drive-up insurance costs.
