2025 Legislative Update - Week 16

Summary

Governor DeSantis has reviewed all healthcare legislation passed in the 2025 Legislative Session, officially bringing the process to a close. The FOMA’s legislative team now turns its attention toward the 2026 session set to begin in January. Interim committee meetings are scheduled to start in October of this year. Including budget-conforming legislation, the legislature passed a total of 41 healthcare-related bills in 2025, of which the Governor vetoed 3. Governor DeSantis approved 37 bills, one of which, HB 677, was allowed to become law without the Governor’s signature. Of the bills approved, all but 3 have effective dates on or before July 1, 2025. Governor Ron DeSantis Signing Bills

July 1, 2025, marked the commencement of the new fiscal year for the State of Florida. On June 30, Governor Ron DeSantis officially signed the budget for FY 2025-26, totaling $115.1 billion, a decrease from the prior year's $117.4 billion, marking the first year-over-year decline since 2011. For the new fiscal year, Lawmakers approved a Health & Human Services Budget totaling $47.6 billion. 

 

Governor DeSantis also vetoed House Bill 5015, which would have required the Department of Management Services to develop annual prescription-drug formularies. Under the measure, the 14-member Legislative Budget Commission would be responsible for approving the formulary before its implementation.   In his veto message, Governor DeSantis expressed concerns surrounding increased costs and restricted access for state employees.
