Central Terrace welcomes residents in Oxnard

Unused buildings, half-vacant lots, and encampments of people who were creating homes with what they could access - that is what used to be at the corner of Meta and 6th streets in Downtown Oxnard, a block across from Ventura County Rescue Mission.


That all changed late in July, as Many Mansions and its many collaborative partners cut the ribbon marking the opening of Central Terrace. This new apartment complex consists of 86 one-bedroom affordable apartments and a two-bedroom manager’s unit along with a 3,200 square foot commercial space. Central Terrace ensures that residents can experience a safe and comfortable home for years to come. 

Housing Trust Fund VC is honored to be part of this momentous development, providing a $1,000,000 pre-construction loan back in January 2020. The development is aimed at serving homeless individuals as well as low-, very low-, and extremely low-income members of our community. In fact, 35 of the apartments are reserved for homeless and disabled individuals creating opportunities for all to have a home.

During the July Ribbon Cutting, community supporters collected in the lot adjacent to the new development – a lot where Aspire Apartments, another affordable housing development, will soon be built – to celebrate the opening of Central Terrace and showcase how the new apartment community will enrich the lives of all living within and around the site. In the coming months, Central Terrace and Aspire Apartments will welcome a pocket park directly next to the building, the first publicly accessible community amenity in the area. Additionally, it was announced during the Ribbon Cutting that all residents of Central Terrace will receive 36 months' worth of transit passes to help connect residents to where they need to go for work, medical appointments, errands, leisure trips, and more. In addition to transit passes, Ventura County Behavioral Health intends to provide residents with life-enriching services, including educational workshops, food assistance, homework tutoring, and a summer camp for children.

"The late Ventura County Board of Supervisor Carmen Ramirez was one of the Housing Trust Fund Ventura County's earliest supporters and truly understood the importance of affordable housing and the role it plays in making people feel part of the community." said Housing Trust Fund VC Deputy Director, Jason Gaffner, "Today, we are excited to present our first community library to the Central Terrace apartments. This community library helps to share the written word about life, fantasy, drama, culture, and inspiration. Our hope is that the community library is shared by all with new books added regularly and it has a long life and helps to inspire families and individuals."
