$17M In Loans Funded: A Record Year for 2025

A $2 million loan commitment announced in December pushed Housing Trust Fund Ventura County's 2025 funding and commitment total to $17 million, exceeding its $14 million goal. This latest loan commitment will help create affordable homes through Cypress Place Phase II and Lockwood III, expanding housing access for working families, farmworkers, and low-income households.

Cypress Place at Garden City II

People's Self Help Housing Corporation will receive a $1.5 million predevelopment loan for Cypress Place II, which will provide 59 apartment homes for farmworker families earning 30-60% of the area median income (AMI). The development includes three buildings on a two-acre site, offering 12 one-bedroom, 27 two-bedroom, and 21 three-bedroom units. One additional unit will house a full-time property manager. This development will remain 100% affordable for at least 55 years, ensuring long-term affordability for generations.


Housing Trust Fund VC previously provided an $850,000 acquisition loan in August 2020 for the first phase of this project, which created 150 affordable apartment homes.

Lockwood III

Homes & Hope will receive a $500,000 predevelopment loan to help to bring 234 apartment homes for low- and very low-income families (earning 30-70% of area median income) to Oxnard. Residents will have access to a club room, fitness room, laundry facilities on each floor, two courtyards for recreation and gatherings, and parking for 240 vehicles plus bicycle storage. The development will remain 100% affordable for at least 55 years.




Housing Trust Fund Ventura County to receive $4.4 million from Prop 1 program

With $2M Raised in Investment Capital in 2025 to Expand Our Impact


Housing Trust Fund Ventura County (Housing Trust Fund VC) has been notified by the California Department of Housing and Community Development (HCD) that it has been awarded $4,406,179 from the final round of the Local Housing Trust Fund (LHTF) Matching Grant program. This brings the organization’s total LHTF funding to $18,425,566 out of $25 million available since 2020.


Additionally, Housing Trust Fund VC was also awarded a $125,396.82 grant from California Investment & Innovation Program (Cal IIP) Housing Trust Fund VC also received a $500,000 investment from Brokaw Ranch Company, a multi-generational family farm that has been part of Ventura County’s agricultural heritage for more than six decades. In total, $2M was raised in investment capital in 2025. These investments highlight a growing recognition among private investors that affordable housing is the foundation of a healthy local economy.
