Highlights from the National Congress and Building Partnerships Conference
The partnership between MNPHA and CHRA to hold MNPHA's 11th annual Building Partnerships Conference and CHRA's 55th Congress on Housing and Homelessness was a great success.
The annual conference was attended by over 600 delgates from across Canada. There were about 90 speakers, 3 keynotes, and opportunities for Manitobans to share, learn, and connect.
MNPHA's Provincial Housing Devolution highlighting key questions throughout the process, pathways forward and our panel of sector experts from Alberta and Manitoba provided advice for a secure future for all those in attendance.

Canadian Housing and Renewal Association Awards Presentation
This year's CHRA President’s Reception and Awards night was held at the Metropolitan Entertainment Centre. It was a great opportunity to see national leaders in housing sector in Winnipeg and to honour the people and organizations who have truly gone above and beyond in community housing and homelessness sector in Canada.
The Community Builder Award recognizes an individual, a business, or an organization that has had a major impact at the community level in promoting affordable housing and/or preventing and ending homelessness. This year CHRA awarded the A/CEO of Manitoba Housing, Carolyn Ryan
The MNPHA team is looking forward to continuing to build the community housing and sector together with Carolyn Ryan for years to come.

Feedback on Rent Supplement Program
As part of the Homelessness Strategy, Manitoba Housing is reviewing and expanding the Rent Supplement program. Now is the best time for the non-profit housing sector to provide feedback on how the program can be improved to best meet the needs of low income tenants.
If your organization has Rent Supplements, please provide feedback in the brief survey below by Friday, May 12.
Please note, MNPHA is only collecting feedback from non-profit organizations with Rent Supplements allocated to them. Input from other stakeholders should be shared directly with Manitoba Housing.

Manitoba Housing CEO and Executive Director of Strategic Initiatives
Congratulations to Carolyn Ryan, who has been appointed acting CEO of Manitoba Housing of April 1, 2023.
Dwayne Rewniak has returned to previous role, Executive Director of Strategic Initiatives. Thank you to Dwayne for his support and ongoing involvement in MNPHA throughout his time as CEO.
Lito Agasino is now Executive Director of Portfolio Management. Lito has a great deal of experience on the Portfolio Management team, and has worked with many non-profit housing organizations to assist them in preparing for the end of their operating agreements.
Brian Malkowich has moved into the role of Executive Director of Property Services as Harold Smith has retired.

Last year's Housing Day was very well received. The 2nd Annual Housing Day will include an added focus on getting housing on the upcoming election agenda. With Presentations on advocacy and building relationships with government, Presentations and Q&A with Elected Officials, a networking event all MLAs have been invited to. Request for Expressions of Interest for:
575 Balmoral Street, Winnipeg Manitoba
Manitoba Housing has issued this REOI seeking expressions of interest from community partners who want to develop social and affordable rental housing for low-to-moderate-income households in Winnipeg. The purpose of this REOI is to solicit expressions of interest from qualified proponents for the redevelopment of the property located at 575 Balmoral Street in Winnipeg.
Please be advised that Manitoba Housing is not committing any financial assistance through this REOI. Additional information about the REOI, the proposal submission requirements, and the application form are available on the Manitoba Housing website and MERX.
The submission deadline for the REOI is Monday, May 19, 2023, at 4:00 p.m. CST, in Winnipeg, MB.

Government Of Canada Launches New Program To Help Put An End To Veteran Homelessness
On April 27, 2023, the Honourable Ahmed Hussen, Minister of Housing and Diversity and Inclusion, and the Honourable Lawrence MacAulay, Minister of Veterans Affairs and Associate Minister of National Defence, announced $79.1 million in funding for a new Veteran Homelessness Program.
As part of the National Housing Strategy, the Veteran Homelessness Program (VHP) will support the Government’s goal of a 50% reduction in chronic homelessness in Canada by 2027-2028.
The program includes two funding streams:
- Services and Supports ($72.9 million) – funding will provide rent supplements and wrap around supports such as life skills (e.g., budgeting, job interview training); essential skills (e.g., document and computer use); and general health and medical services (e.g., counselling and substance use support services).
- Capacity Building ($6.2 million) – funding will support research projects designed to understand, gather, analyze and disseminate data and information about homeless Veteran needs, including for specific groups of Veterans such as Indigenous peoples, racialized Canadians, women and 2SLGBTQI+.

Following the growing demand for support for projects that aim to reduce the sector’s environmental footprint, The Centre has announced that new grants will be available for the second consecutive year of the program. At the Centre, we are more convinced than ever that community housing plays a key role in experimenting with new standards, procedures and strategies to make buildings greener.
The Green Kickstarter Fund offers you the opportunity to benefit from small grants of up to $10,000 per organization for your green projects. The fund is intended exclusively for non-profit housing providers and tenant associations. Manitoba Housing is hiring a Chief Operating Officer
Reporting to the Deputy Minister, as a member of the department’s executive management team, theCOO/ADM is responsible to lead and manage the division, provide advice and support to the Deputy Minister, and contribute to achieving the corporate goals of government through cross-department initiatives. The Manitoba Housing and Renewal Corporation (Manitoba Housing Division) is a Crown Corporation within the Department of Families with a legislated mandate to:
- Enhance the affordability of, and accessibility to, adequate housing for Manitobans, particularly to those persons of low- to moderate-incomes or those with specialized needs
- Maintain and improve the condition of the existing housing stock
- Ensure that there is an adequate supply of housing stock in Manitoba
- Stimulate the activities of the housing market to the benefit of Manitobans as a whole.
- The Chief Operating Officer (COO) is accountable for providing executive leadership, overall direction and vision for the delivery of the Manitoba Housing and Renewal Corporation’s (Manitoba Housing) client services and programs as well as property management services throughout the Province.
