2023 Provincial Budget Submission for Manitoba
Non-Profit Housing Association
Throughout 2022, the Government of Manitoba held multi-sectoral consultations on its commitments to strategically reduce and end homelessness and advance a strategy for seniors to stay safe in their own homes and communities. The Manitoba Non-Profit Housing Association (MNPHA) has been pleased to participate in these consultations, and heard from its members, stakeholders, and others involved in the throughout that safe, affordable, dignified housing with appropriate supports must play a central role in those strategies. The 2023 budget is an opportunity to resource the achievement of their objectives.
The 2023 budget can immediately invest in housing through the three following recommendations:
- Create a Capital Funding Program for Existing Community Housing
- Create New Supply of Rent-Geared-to-Income Housing
- Provide Consistent Resources for Tenant Support within Housing
Community housing is the most cost-effective and sustainable investment in addressing housing needs for the lowest income Manitobans. Across the province, there is a deficit of about 35,000 rental housing units. Making ends meet and improving affordability for the lowest income Manitobans starts with a home. MNPHA look forward to working with the Government of Manitoba to take advantage of this moment, for the long-term prosperity of all.

Urban Indigenous-led housing organizations in Manitoba are invited to attend the annual Indigenous Housing Provider Forum. The forum is designed to bring Indigenous organizations together to network, learn from each other, and engage in the issues impacting them.
This year’s agenda includes a discussion with Manitoba Housing’s CEO and/or Director of Portfolio Management; Policies, Standards, and Practices: Training from Manitoba Housing Standards & Quality Compliance on Core Policy Awareness, followed by round-table discussion on practices, challenges, and solutions; and a presentation on good practices for pest control.
This session is only open to Indigenous-led housing organizations.

Manitoba Housing Day
Our province is currently facing high rates of homelessness, a lack of dignified housing for seniors, and housing affordability challenges impacting thousands of renter households. There are currently billions of dollars’ worth of assets in affordable non-profit and public housing in Manitoba that will soon be mortgage-free and have increased flexibility to serve the next generation of Manitobans. Yet, these assets require rejuvenation including repairs and modernization.This is a member only event and registration will be limited to 2 people per organization.

New Affordable Living Apartment Block in Downtown Winnipeg
“This building not only allows our Cree Nation to start capitalizing within the real estate market,"Chief Sidney Ballantyne of the Opaskwayak Cree Nation says, "it will allow us a place in the city to house some of our own citizens who are leaving the north to begin their higher education journeys in the south.”
The $17.4 million combined investment is from the Opaskwayak Cree Nation, the federal government, through the National Housing Strategy’s National Housing Co-Investment Fund, and Efficiency Manitoba. The new building at 380 Young St will be a mix of affordable living with over 40 percent of the rental units being offered at highly discounted rates. Construction is expected to take 18 months and should be complete in the summer of 2024.
To maximize its energy efficiency, the building is participating in Efficiency Manitoba’s New Buildings Program. Efficiency Manitoba will provide the Opaskwayak Cree Nation with approximately $105,000 in incentives to reduce the energy costs by approximately $9,500 a year.

CHRA announces new Executive Director
Ray Sullivan is CHRA’s new Executive Director, effective immediately. Ray has over two decades of experience managing, creating, and advocating for affordable non-profit housing. He is well known to many CHRA members from his past work at Centretown Citizens Ottawa Corporation (CCOC), the Ottawa Community Land Trust, and many community housing sector boards and advisory groups. Ray served on the CHRA Board of Directors from April 2019 to May 2022. He was asked by the current Board to step in as Interim Executive Director in July 2022.
MNPHA looks forward to working with Ray Sullivan and the CHRA team at the upcoming Congress in April.

Co-op Housing in Wolseley
Opens Wait list
Old Grace Housing Co-operative has suites of several sizes and has reserved over half of its suites for individuals who qualify for certain government housing programs. They have several wait lists that reflect the different unit sizes and funding programs.
You can put your name on the waiting list for one of these suites for $50. This money will be refunded to you if you decide to take your name off the list. Should you decide to move into one of these suites, you will have to buy between $24,000 and $26,000 worth of shares in the co-op depending on the size of the suite. The money you put in will be refunded to you if you leave. Old Grace may provide financial support to households with incomes under $53,000 to help cover the cost of these shares.

Document Update from Manitoba Housing
Manitoba Housing and Renewal Corporation has updated the documents required for income verification, which include a proof of income excerpt from the Acceptable Documentation List. Notable updates specific to Proof of Income include:

Working - change of employment status

Self-Employed - greater visibility to wage/salary of tenants, rent and repairs and maintenance that may affect the housing unit

Receiving Employment Insurance (EI) or Workers Compensation (WCB) - letter / statement from service provider

Green & Inclusive Community Buildings (GICB) Program
A new federal funding source that provides funding for retrofitting, repairs and upgrades of existing public community buildings and the construction of new publicly accessible community buildings that serve high-needs, underserved communities has launched it's second intake.
Non-profits, municipalities, and indigenous groups are eligible; this could include community spaces/meeting rooms/other spaces available to the community within housing providers' properties.
Eligible applicants with small, medium, and large projects to retrofit existing community buildings or projects to build new community buildings with total eligible costs ranging from $100,000 to $25 million can apply now until February 28, 2023, 14:00 CT.

The Indigenous Input in Local Housing project, a multi-phase project funded by CMHC’s Community-based Tenant Initiative, is calling on landlords and caretakers to join this workshop. Join to learn:

Building Partnerships in Housing
Join CMHC Monday, February 13 at 12:00-1:30 pm CST for an interactive virtual panel discussion to hear from featured speakers about their experiences with housing partnerships.
This diverse panel will explore multiple perspectives on partnership types and developments that increase project viability and strength -- from partnerships with social impact investors to collaboration with various levels of government to joint ventures with faith-based groups.

Board and Governance Training Series
MNPHA has two more workshops in this winters series lead by Wendy Bulloch from Building Up consulting. Both workshops are free of charge and highly recommended.
Working with Boards: Governance for Executive Directors and Property Managers
This two-hour training will address governance issues and questions related to the roles of executive directors and property managers who work in non-profit housing and life lease organizations.Topics covered will include reporting, the role of management, governance, board of director relations and communications, and conflict resolution.

Affordable Housing Development 101
Canadian Network of Community Land Trusts is offering Affordable Housing Development 101. The workshop covers the basic information a non-profit need to know to create affordable housing in Canada. The presentation identifies the different types of affordable housing (mixed, supportive, etc.), types of development (new construction, acquisition, redevelopment), 3 core elements (land, capital & capacity) to a project, the project team, development stages and the financial basics to make your project viable. Throughout the presentation Cahdco demonstrates the content with case study examples of recently completed affordable housing projects.
