| MTA Board Votes to Pause Congestion Pricing |
The MTA Board formally voted to pause congestion pricing until the state is ready to proceed. Congestion pricing was anticipated to raise $1 billion per year to support $15 billion in bonding for the MTA’s capital program. With this pause on congestion pricing, the capital program will see a $16.5 billion loss of funds. These funds were meant to account for the cost of installing the tolling infrastructure, and the inability to come up with the local match for the federal full funding grant agreement for Second Avenue Subway. This represents 30% of the MTA's total 5-year capital program and 60% of the remainder of the program.

| | | SBA Making Changes to Federal Contracting Certifications |
The Small Business Administration is making changes to its federal contracting certification process. Submission of new applications will be paused beginning in August, until the upgraded system launches in September.

What does the certification upgrade mean for your firm?
- Most certified firms won't be affected by the temporary pause in new applications.
- If you're a new or prospective applicant, we recommend waiting until the upgraded system is available in early September to submit your application.
- Any applications received before August 1 will be processed as usual, in the order they were received.
- If you're due for renewal, you'll receive separate guidance from your certification program.
The following certifications will be impacted by the SBA's system upgrade in
August 2024:
- Women-Owned Small Business (WOSB) certification
- Economically Disadvantaged Women-Owned Small Business (EDWOSB) certification
- 8(a) Business Development Program
- Veteran Small Business Certification (VOSB)
- Service-Disabled Veteran-Owned Small Business (SDVOSB) certification
- Historically Underutilized Business Zones (HUBZone) Program
