Say Hello to Our Project's New Look
We’re beyond excited to unveil new branding and marketing materials for the 4th Street Revitalization Project – the first phase of the Heart Improvement Plan! Given the significance of this project, we wanted a vibrant and recognizable look to match. Keep an eye out along 4th Street for informational signage that will be part of our ongoing efforts to keep businesses and the public informed and engaged with the project. Below are some sample materials we will roll out as we move into the construction phase. The branding will be carried out through promotions and advertising during construction, inviting the public to continue to support our local Downtown businesses.

Pardon our Dust
In the coming weeks, you will notice early construction activities along 4th Street as we begin utility potholing to develop Subsurface Utility Engineering (SUE) plans. Since many utilities are buried beneath roadways and sidewalks, potholing involves removing small samples of these surfaces to accurately locate the utilities.
These engineering plans will provide detailed information on the size, depth, and location of existing utilities, which will help inform the project’s design. This operation will require short-term lane and parking closures to allow access for a large vactor truck that will hydro-excavate down to the utilities. All traffic control measures will be removed by the end of each shift. While this may cause a minor inconvenience, it is necessary to ensure the accuracy of our utility maps and the success of the project. More information will be distributed to businesses and property owners when the dates have been finalized.

How We're Minimizing the Impact of Construction
With our contractor, Zak Dirt, officially on board, we’ve begun developing phasing plans to minimize the construction impact to our local businesses as much as possible. The images below depict the high-level phasing of the project during construction, which will be repeated across each of the 5 blocks. Each phase, including Phase 1A and Phase 1B, is expected to last between 6 and 8 months.

Phase 1A:
As our contractor kicks off work in each block, the roadway will be temporarily closed. During this phase, sidewalks and street crossings in both the north-south and east-west directions will stay open for your convenience. We’ll install pedestrian fencing and signage to guide you safely around the construction area. During the road closure, we’ll make essential upgrades to the waterline and storm line infrastructure. After these utility installations are completed, roadway crews will begin replacing the concrete pavement in the roadway and parallel parking areas.

Phase 1B:
Once the roadway and parking areas are completed, we’ll direct pedestrian traffic through the parallel parking zones. Don’t worry—access to every business doorway will be maintained throughout this phase. We’ll work closely with each business to coordinate customized phases when work takes place near their entrances. During this phase, the roadway will be closed for contractor staging and site access. The work will include constructing the amenities zone, seat walls, landscaping, lighting, and sidewalks. We appreciate your patience as these improvements take shape!
