4th Street Revitalization


Our Vision: The Heart Improvement Plan (HIP Streets) will create a functional, inviting, eclectic Downtown environment that facilitates business vitality, fosters a sense of community, and accentuates the identity of the Downtown commercial district. The project will incorporate streetscape enhancements as part of an existing major infrastructure project to minimize business impact and improve the built environment.

Reimaging Downtown Loveland


Downtown Loveland is the heart of our beloved City, and while many revitalization efforts have been underway, the streets, sidewalks, and utilities are in need of significant upgrades and improvements. These changes to the built environment will create a community space to gather and support our local businesses. 


As this project is a significant effort, the City of Loveland and the Loveland Downtown Development Authority (DDA) have come together to finally bring the 4th Street Revitalization Project portion of the Heart Improvement Plan to fruition. We’re excited to reimagine our Downtown, and it all starts with 4th Street. 


Our project team is composed of local industry professionals who understand the importance of these improvements and are committed to making this a project our community can be proud of while embracing our historic core and creating a vibrant space that highlights our artistic community.

Community Outreach


Understanding the needs of our community is vital for the 4th Street Revitalization to be successful. Our September Block by Block Meetings, followed by the December Open House gave our project team the opportunity to engage with residents and business owners and share our vision for 4th Street. Special thanks to everyone who attended, participated in the discussion and provided invaluable feedback on the conceptual design.


In addition to our public meetings, the project team has had the opportunity to visit with a number of boards, commissions and community groups over the last several months, including but not limited to: Commission on Disabilities, Historic Preservation Board, Transportation Advisory Board, Youth Advisory Board, Planning Commission, Visual Arts Commission, Loveland Chamber of Commerce, Downtown Development Authority Board and Loveland City Council. If you are interested in having a HIP Streets presentation with your community group, please reach out to the team.

Budget Update


The 4th Street Revitalization project includes two key components – improvements to the underground utility infrastructure and enhancements to the streetscape. To maximize our budget, the City of Loveland has allocated funds for each component. Utility improvements will be funded through Enterprise Funds, while the streetscape will be funded by our partners at the DDA and through a bond. To further offset project costs, the City is exploring potential grant opportunities. Final project costs will be established once the design of 4th Street is completed.

What’s Next


Our project team is actively advancing and refining the design of 4th Street to meet the needs of the community. The team is focused on design for event planning, safety, ADA accessibility, wider sidewalks for walkability, alternative lighting options, and looking for opportunities to add and improve parking throughout Downtown Loveland. 


In March, our project team prepared a request for proposal to solicit contractors to help us begin planning for the construction phase. After careful evaluation, we have selected a contractor to construct the 4th Street Revitalization Project! We’re eager to start construction, so we’re considering a phased approach, with construction tentatively scheduled for Fall 2024. To make this a reality, we’ll be partnering with local business owners to proactively identify construction impacts and ensure construction is as minimally disruptive as possible. The team is committed to ensuring that access to each business during business hours is maintained throughout the project. Stay tuned in the coming weeks. We’ll share additional information on the project schedule and what to expect before we break ground.
