Leads New Initiative to Address Healthcare Workforce Challenges

Hampton Roads Partnership for Health Sciences Higher Education Collaborative — First Meeting in December 2025


In response to the chronic talent shortages impacting the region’s healthcare systems, the Hampton Roads Workforce Council launched the Hampton Roads Partnership for Health Sciences. This dynamic partnership unifies healthcare providers, educators, government agencies, and community organizations to tackle persisting healthcare workforce challenges in Hampton Roads. Established in April of 2024 as a public-private collaboration, the Health Sciences Partnership is a first-of-its-kind in Hampton Roads that will help to meet the increasing need for qualified healthcare professionals and support innovative growth in the health and life sciences industries.


In December, the Hampton Roads Partnership for Health Sciences Higher Education Collaborative — a group comprised of the Partnership’s education stakeholders— assembled to discuss the vital role of higher education, in terms of creating innovative and educational pathways to address healthcare workforce shortages.


The Higher Education Collaborative consists of 20 partners, including Riverside, which has a footprint that extends to Gloucester


Key takeaways from the group discussion include:


· Building a Unified Vision for Healthcare Workforce Development

The group identified collaboration among institutions, healthcare providers, and community stakeholders as an essential component to drive impactful solutions.


· Strengthening the Talent Pipeline Through Strategic Alignment

Stakeholders discussed the need for integrating academic training with real-world experience to prepare students for immediate and long-term success in healthcare careers. Establishing industry partnerships to ensure curriculum relevance, address skill gaps, and create seamless transitions from education to employment was also an important topic of discussion.



· Promoting Equity and Access in Healthcare Careers

Finally, higher education representatives exchanged thoughts on the importance of creating inclusive opportunities for underserved and underrepresented populations — ensuring equitable access to education and employment, and fostering a diverse workforce reflective of the communities served.

The Virginia Talent + Opportunity Partnership (V-TOP) is a workforce development accelerator that provides students and businesses with resources to optimize the mutual benefits of work-based learning. These resources include free training and, for qualified organizations, a 50% funding match to pay interns and/or free services from a state-appointed staffing agency to hire interns.

The Rappahannock Work and Learn Collaborative (RWLC) is your local V-TOP representative and we are here to support development of work-based learning opportunities for K-12 and college students throughout V-TOP Region 6: Fredericksburg, Middle Peninsula, and Northern Neck areas.

The Virginia Talent + Opportunity Partnership (V-TOP) is a workforce development accelerator that provides students and businesses with resources to optimize the mutual benefits of work-based learning. Our regional V-TOP representative, the Rappahannock Work and Learn Collaborative, is offering a free workshop designed to help organizations learn how to develop high-quality, mutually beneficial internship experiences, satisfy the training prerequisite to qualify for state-funded support (50% funding match and/or staffing agency services) for creating or expanding an internship program, and network with other local employers.

The Hampton Roads Small Business Development Center (SBDC) provides professional business advising, training, and business resources to Gloucester County businesses.


SBDC professionals assist with business planning, marketing, financial analysis, access to capital, business start-up and other specialized services as requested.

SMALL BUSINESS INCENTIVES & OTHER ASSISTANCE

The purpose of the Gloucester County Economic Development Incentives is to promote and encourage the recruitment of new small businesses and expanding by aiding property and or business owners for interior and exterior improvements, advertising and website design work.


The Gloucester County Economic Development Authority (EDA) administers these programs. The incentive programs were designed to assist those businesses that will provide a return on investment to Gloucester County. The EDA will review all applications for consideration of financial incentives.

Property Improvement: Projects covered in this incentive include new floors, ceiling tiles, windows, doors, painting and other interior improvements that will not be removed if vacated.


Facade Improvement: This program is designed to aid property owners or business owners of commercial properties for exterior façade improvements, new signage, awnings, painting and/or landscaping, etc., for enhanced curb appeal for the front of businesses facing streets or highways.


Co-op Advertising Grant: This program supports advertising and promotional activities.


E-Commerce Matching Grant Program: Offers aid with new website design and development.
