Should-Have-Been Notifications from the NRS
The NRS system is equipped to send notification emails to motor carriers whose records indicate that a previous roadside inspection should have resulted in a violation but did not. These emails will be automatically sent from the system to carriers when a Should-Have-Been is identified. The below is a sample of the notification for your reference.

On [Inspection Date], you were inspected in the state of [State Name]. 
 
Even though you did not receive a UCR violation at the time of inspection, it is believed that you are in violation of 49 C.F.R. § 392.2 Failure to Pay UCR Fees based on the information provided by the FMCSA.
 
If you have not already registered for UCR, you may go to https://www.ucr.gov/ now and complete your registration. If your USDOT number was issued prior to January 1st of this year, you may also need to register for the prior year.

UCR at the CVSA Annual Conference
UCR will be attending and participating in the CVSA Annual Conference starting Sunday, September 17, in Grapevine, TX.

The CVSA Annual Conference and Exhibition provides the opportunity for government officials, enforcement and industry to gather together to affect meaningful changes to the overall culture of transportation safety throughout Canada, Mexico and the United States. This annual event includes roll-up-your-sleeves meetings of CVSA’s membership, elected leadership, technical working committees, program committees and task forces.
TIA Hosts UCR Board Representatives
Chris Burroughs, Vice President of Government Affairs for TIA, welcomed representatives of the UCR Board of Directors to TIA’s office in Alexandria, VA last month. The UCR program and the growing concern of fraud in the marketplace were main topics of discussion. There was ample conversation surrounding fraud and the need to get carriers, brokers and bus companies registered for the UCR program. Not only to meet the benefits of the safety of the program, and allocating resources, but also that UCR registration could be used as an additional step to combat fraudulent actors in the supply chain by verifying UCR compliance. The Industry Advisory Subcommittee will begin by examining ways to increase compliance amongst the stakeholders to meet these shared goals.

Special thank you to Mr. Burroughs who also serves on the UCR Board and Chairs the Industry Advisory Subcommittee. UCR Policy Spotlight: The UCR Handbook
The UCR Handbook is intended to provide authoritative guidance on the Unified Carrier Registration program, both for the states that participate in the program and for the transportation businesses that are subject to its requirements. The Handbook, subject to the provisions of federal statute and regulation and to future decisions and promulgations by the Board, is the law of the UCR program. The Handbook is currently published in the UCR website as an interim document pending publication in the Federal Register for the purpose of soliciting and receiving public comment and after consideration of the filed comments, final approval from the UCR Board.

This Week: National Truck Driver Appreciation Week
Events and promotions across the country are taking place in celebration of National Truck Driver Appreciation Week. The St. Christopher Truckers Relief Fund is receiving donations from numerous sponsors to continue its support of truckers taken off the road due to injury or illness. The ATA invited lawmakers to test their trucking skills in Washington, DC. Pilot, Denny's, Motel 6, and Love's are offering promotions to truckers throughout the month.

Truckload carriers see market moving toward equilibrium
A few truckload carriers said the bottom of the cycle has likely occurred but acknowledged that any material positive inflection in fundamentals won’t happen until sometime in 2024. That likely means a “muted peak season” again this year. Schneider National CFO Steve Bruffett said, “I think that sets us up for a more constructive start to 2024. I wouldn’t call it robust but I would call it a more balanced and more in equilibrium type of setup than what’s been in place entering any of the last … four years.”
