Ben Kinderis began employment with KSBA on Feb. 21. Originally from Algonquin, Illinois, Ben has lived in the Bluegrass for the past five years. He and his wife Andrea live in Georgetown.


Ben is a former educator (high school social studies) and earned his Master of Arts in secondary education at the University of Kentucky and a Bachelor of Science in history at Northern Illinois University.

2023 annual policy update

Policy staff have tracked over 160 bills for the 2023 Regular Session of the General Assembly for their impact on district policies and procedures. We will be sending the update materials at the end of May.


Employee, coaches’ and substitute teacher handbook drafts with changes from the update will be sent in the coming weeks after the annual update policy and procedure drafts are emailed to districts.

Effective date of legislation

The effective date of all new laws passed during the 2023 legislative session not covered by an “emergency” declaration will be June 29.

Nonrenewal notices

Nonrenewal of limited contracts of certified personnel shall be made no later than May 15 in compliance with the requirements of KRS 161.750.



Nonrenewal of contracts for classified personnel shall be made in compliance with the requirements of KRS 161.011, with written notice being mailed or provided to the employee by the superintendent no later than May 15.

Notice of salary

Not later than 45 days before the first student attendance day of the succeeding school year or June 15, whichever occurs earlier, the superintendent shall notify all certified personnel of the best estimate of the salary for the coming year.

Is there a requirement to record board proceedings?

While there is not a statutory requirement to audio or videotape board or council meetings, some agencies choose to do so to assist with recording of the minutes. If audio or videotapes of meetings are made at the direction of the district, then the recording becomes a record governed by the Kentucky Department of Library and Archives Records Retention Schedule.


Note: The Kentucky attorney general has said that if a public employee records a meeting: 1) on his or her initiative (NOT at direction of the agency or agency supervisors); 2) at his or her own expense; and 3) personally retains the recording instead of same being maintained by the agency, the resulting recording is personally owned and is not considered a “public record.” - 06-ORD-195

Kentucky State Police increasing price of fingerprinting

It is our understanding that effective April 5, the Kentucky State Police (KSP) will be increasing the IdentoGo charges for fingerprinting from $18 to $20 for each type of background check. KSP requests that this information about the price increase be posted on your agency’s website and in any publications that your agency distributes. Mileage rate update


If your district reimburses for mileage at the state rate, be advised that the rate per mile effective April 1 – June 30 is 45 cents per mile. This information can be reviewed quarterly via this link:

Back by popular demand, KSBA’s 2023 Learn and Earn Webinar Series kicks off Wednesday, April 12 at noon (ET). Join us for an hour-long legislative recap.
