Saying Goodbye to Addison Police Chief Paul Spencer | |
Prior to its February 27 meeting, the City Council held a reception to recognize the retirement of Police Chief Paul Spencer after 28 years of service. Chief Spencer began his law enforcement career in Addison in 1995 as a rookie officer and rose through the ranks. He was appointed as Addison's Police Chief in January 2016 and his last day on the job was February 29.
Thank you, Chief Spencer, for your leadership and dedication to the Addison community. Enjoy your retirement!
| | Council Approves Contract with OJB Landscape Architecture for Addison Circle Park Vision Plan | |
At its February 27 meeting, the City Council approved a contract with OJB Landscape Architecture to create a visionary plan aimed at revitalizing Addison Circle Park and the area around the Conference and Theatre Centre, in conjunction with Transit Oriented Development (TOD). The proposal originated from the Park, Recreation, and Open Space (PROS) Master Plan adopted by the Council in 2019.
OJB Landscape Architecture was chosen from among eight competitive contenders. Some of the qualifications of the OJB team that contributed to their selection included:
- Experience developing, operating, and maintaining highly active parks, including Klyde Warren Park in downtown Dallas.
- Experience developing successful park programming strategies.
- Quality of similar urban design projects.
- Experience with philanthropic and external funding sources for activated parks.
- Engagement strategies for gathering input and building a consensus.
There will be several opportunities for community input during the seven-month-long visioning process.

Council Accepts Fiscal Year 2022 ACFR Report
The Addison Town Charter requires that Town staff prepare an Annual Comprehensive Financial Report (ACFR) which shows the status of the Town’s finances. The Charter also requires that the Town’s financial statements be audited annually by an independent external auditing firm. The results of the independent external audit are included in the Fiscal Year 2023 ACFR. On February 27, Addison's FORVIS, LLP, an independent firm of licensed certified public accountants, shared with the Council that it issued an unmodified opinion, which means that the financial statements are presented, in all material respects, in accordance with applicable financial reporting framework. Simply stated, an unmodified opinion is a clean opinion.

First Quarter of Fiscal Year 2024 Update
Addison's financial policies require the publication of a financial report 60 days after the end of each fiscal quarter. The financial and investment reports CFO Steven Glickman presented to the Council at its February 27 meeting covered the financial performance for the first quarter for Fiscal Year 2024 (October 1, 2023 - December 31, 2023). Some key highlights included:
- General Fund revenue totaled $11.8 million, which is 24.6 percent of the fiscal year budget.
- General Fund expenditures totaled $12.2 million, which is 25.4 percent of the fiscal year budget.
- Sales tax collections totaled $4.2 million, which is 27.5 percent of the fiscal year budget.
- The Hotel Fund had revenue of $1.5 million, an increase of $52 thousand from this time a year ago. Hotel Fund expenditures totaled $955 thousand.
- Performing Arts expenditures are at 60.1 percent due to the payment of the WaterTower Theatre grant.
- Special Events revenues totaled 16.7 percent and expenses totaled 1.4 percent of the fiscal year budget due to the timing of events.
- Airport Fund operating revenue totaled $1.9 million or 26.0 percent and operating expenditures totaled $1.1 million or 17.7 percent of the fiscal year budget.
- Utility Fund operating revenue totaled $4.2 million or 25.9 percent and expenditures totaled $3.0 million or 18.3 percent of the fiscal year budget.
- Stormwater Fund revenue and expenditures are in line with historical averages.
The First Quarter Investment Report adheres to the Town's Investment Policy as adopted by Council and is in keeping with all State laws.

Ed Copeland Appointed to P&Z Commission
Council accepted the resignation of Planning & Zoning Commission member Chris DeFrancisco at its February 27 meeting and appointed Ed Copeland to fulfill that unexpired term. DeFrancisco submitted his resignation on February 5 when he filed to run for City Council.

First Council Meeting in March Moved to March 5
The March 12 City Council Meeting has been moved to March 5 due to multiple conflicts with Spring Break travel plans. The agenda has been posted on the Town's website.
| | Greater Dallas Taiwanese Chamber of Commerce Celebrates Lunar New Year in Addison | | On Sunday, February 25, the Greater Dallas Taiwanese Chamber of Commerce hosted its 2024 Annual Lunar New Year Charity Gala at the Renaissance Dallas/Addison Hotel. Mayor Bruce Arfsten, Deputy Mayor Pro Tempore Guillermo Quintanilla, and Council Member Marlin Willesen attended the celebration and presented the group with a proclamation from the Town. | |
Mayor Bruce Afsten and Council Member Marlin Willesen stopped by Greenhill Towers this week to visit with Johnny Winton, Senior Advisor of Codina Partners. Codina Partners is the ownership group of the towers and has invested millions of dollars in renovations over the past few years. The 278,000-square-foot building is located at 14131 Midway Road and is home to a variety of tenants including the headquarters for American Trailer World (ATW), The Barber Shop Marketing, Ascension Cafe, and more.
The Addison team was able to provide updates on new developments in Addison and Midway Road construction progress.

Addison Outdoors Free Yoga in the Park Returns |
Addison Outdoors Pop-Up Yoga with Addison Circle Yoga is back in Addison Circle Park in 2024! Bring your mat and a friend to this free monthly class, kicking off on Saturday, March 9. Yoga starts at 10am and games are available from 10 - 11am.

It's (almost!) spring in Addison, and that means the tulips are blooming! The Addison Parks Department plants 30,000 tulip bulbs each year; and we know they are the backdrop for photos taken by both residents and visitors. We want to see those photos!
Addison is giving away $25 Flower Child gift cards to five lucky winners who post Addison tulip photos (not a story) on Facebook or Instagram and tag @townofaddison and @visitaddison.
The contest closes on March 15. Winners, who will be selected at random, will be announced on March 18. For more information about user-generated content terms and conditions, please read the Town's policy here.

Addison recently approved funding for a new website. As part of the process, the team has reviewed the site's analytics and gathered feedback from the community. Based on how visitors are using the website, we are altering the navigation to make it easier to find the most requested pages.
We have created an activity to test a draft of that new navigation. Here's how it works:
- We will give you a task and then present you with a list of links in a hierarchy.
- Click through the list of items or topics that continue to align with the task.
- When you find the item or topic and you aren’t able to click further, confirm this selection.
Each task will be followed by a place to provide your feedback. The activity should take between 8 to 12 minutes to complete.
