Council Receives Update on History of Facility Utilization and Consolidation Project
At the July 11 City Council meeting, General Services Director Bill Hawley shared the history and progression of the Facility Utilization and Consolidation Study to bring the new Council Members up to speed on this project. Initiated in July 2019, the primary objective of the study was to identify ways to enhance the functionality of the Town's facilities and plan for future growth needs.
The most recent findings of the report were presented to the Council in March of 2023 and emphasized the feasibility and costs associated with key elements such as a new Police and Courts Facility, a new Fire Station 1, and potential options for a Town Center. The next step will be to fund a phasing/sequencing plan. Council indicated during their July 11 discussion that it would like for that plan to include an analysis of a consolidated Town Center.
Funding for this next step will be discussed in more detail as part of the Budget Work Sessions planned for August 3 and 4.

| | Call Center at Addison Road and Excel Parkway to be Converted to Office/Warehouse | | |
The City Council approved a Planned Development amendment request for the 12+ acre former call center site located at 16675 Addison Road at its July 11 meeting. The request, which allows for multi-tenant office/warehouse space, updates both the use and development standards for site improvements that will be implemented in two phases. The permitted uses for the site include production, light assembly, or R&D of paper goods, technology products, medical devices, design services, or similar materials.
Phase I will include the conversion of the existing 138,000 square foot call center into a multi-tenant office/warehouse structure. Minor site, landscaping, and building façade modifications will accommodate a service and loading area on the west side of the building.
Phase II will be the construction of a 97,000 square foot multi-tenant office/warehouse structure within the existing concrete parking area. As proposed, the service and loading areas of both structures would be central to the site to provide additional screening from public rights-of-way.

Appointments to Planning & Zoning and UDC Committee
Council accepted the resignation of Planning & Zoning Commission Chair Tom Souers at its July 11 meeting and appointed John Meleky to fulfill that unexpired term. Tom submitted his resignation because he will be moving out of Addison. P & Z Commissioners will elect a new chair at its July 18 meeting.
Council also appointed former Council Member Kathryn Wheeler to serve as a Development Code Review Special Project Committee Member.

Upcoming Public Hearings
The following public hearings will take place at the July 18 Planning & Zoning Meeting which will be held at the Addison Conference Centre. Agendas are posted on the Town's website three days before the meeting.
Case 1882-SUP/16601 Addison Road, Suite 106 (Soulful Street Bites). Hold a public hearing, present, discuss, and consider action on a request for a Special Use Permit (SUP) for property located at 16601 Addison Road, Suite 106, that is currently zoned Planned Development (PD) through Ordinance No. O83-043, to allow a restaurant with the sale of alcoholic beverages for on-premises consumption.
1887-SUP/4851 Keller Springs Road, Suite 203 (Vital Skills Training Center). Hold a public hearing, present, discuss, and consider action on a request for a Special Use Permit (SUP) for property located at 4851 Keller Springs Road, Suite 203, that is currently zoned Planned Development (PD), through Ordinance No. O85-006, to allow an educational institution.

Technical Issue with Community Crime Maps Results in Inaccurate Reporting
The Town of Addison Police Department (APD) uses a platform called Community Crime Maps for tracking and visualizing crime data. APD recently discovered a technical issue that has led to the display of inaccurate information. Efforts are underway to identify and resolve the glitch causing the discrepancies. The teams at Community Crime Maps and APD are collaborating to restore the normal flow of data and rectify any inaccuracies that may have occurred.
Users are advised to exercise caution when referring to crime data on the Community Crime Maps platform until the issue is resolved. In the meantime, if you have any questions or are in search of accurate data, please contact Police Chief Paul Spencer at policechief@addisontx.gov.
| | American Heart Association Recognizes Addison Fire Department | | |
Mission: Lifeline EMS is an American Heart Association initiative designed to showcase prehospital agencies nationwide for excellence in heart attack and stroke care. The program recognizes EMS agencies for applying the most up-to-date, evidence-based treatment guidelines to improve care and outcomes in the communities they serve. The role of EMS in the system of care for patients suffering from cardiac emergencies is crucial and often sets the course for the patient's outcome.
Last year was the first year that the Addison Fire Department (AFD) applied for the award and they received a Silver Plus, which was the highest available to a first-time applicant. This year, they were recognized with a gold award, which is the highest possible honor. This success reflects AFD's achievements in providing rapid patient assessment and cardiac care at the highest levels to provide the best outcome possible for those in our care.
Congratulations to AFD, and thank you for your continued commitment to the Addison community.

Galaxy General Manager Jamie Munoz toured them around the 13,000-square-foot terminal that includes a passenger lounge, a crew lounge with a snooze room and showers, six-seat and 12-seat conference rooms, vehicle garage, and on-site car rental, as well as the 109,000 square feet of hangar space. Have you noticed the new addition to the Community Garden? To free up the plot dedicated to pollinator plants for another gardener, the Addison Parks Department cleared that plot and installed a butterfly garden nearby. In addition to these changes, the Parks staff is giving the garden a mini-makeover. Look for new signs in and around the the area and on the shed, as well as a new picnic table that will offer a convenient resting spot for gardeners.
The Community Garden, which is located adjacent to the Athletic Club, opened in September 2010 and is a joint effort between the Town and the Addison Arbor Foundation. Plot leases are available only to Addison residents for an annual fee of $100. Most new plot assignments are made in January but occasionally plots become available during the year. | | Remember the 4 D's of Mosquito Avoidance and Protection | | |
Starting in May of each year, the Town deploys three mosquito traps, one on the east side of town, one on the west, and one in Addison Circle. These are collected weekly and sent to Dallas County Health and Human Services labs for testing. The traps are designed only to capture the types of mosquitoes that carry the West Nile Virus.
When the Town receives a positive test result, the Environmental Health Division will respond by spraying the area the following two mornings. The pesticide that Addison uses and the application techniques are very safe for use in urban areas; however, residents are encouraged to avoid direct contact.
Signs will be posted in the neighborhood before spraying. A notice will be placed on the Town's website as well as shared on Nextdoor. Please make sure you are registered to receive mosquito notifications on Addison Alert if you would also like to receive text messages.
If the positive test occurs in the Addison Circle trap as it did this week, all Addison Circle area parks will be sprayed, and a notice will be posted on the Town's social channels as well.
We strongly encourage all residents to employ the 4 D's of mosquito avoidance and protection:
Dress: Wear long, loose fitting, light-colored clothing when outdoors.
DEET: Use insect repellent products containing "DEET" following the product label for application.
Drain: Eliminate ALL standing water Remove, cover or invert any containers that can collect and hold standing water (bottles, cans, buckets, flower pots, tires, trash containers, etc.) Change water in pet dishes, bird baths, wading pools, etc. Remove litter, leaves, grass clippings, etc. from roof gutters/downspouts and French drain systems so water will properly drain.
Dusk & Dawn: Stay indoors during dusk and dawn when mosquitoes are most active.
