Addison Police Officers Recognized for Quick Action | | |
During the February 13 City Council Meeting, Police Chief Paul Spencer honored Officer Stevens with a Preservation of Life award, and Officers Diaz and Ash received Certificates of Merit. This recognition stemmed from their swift response to a medical emergency at a local hotel on January 27. Upon arrival, they discovered an unconscious male without a pulse. Officer Stevens administered CPR until the fire department arrived, ultimately reviving the patient who was then transported to the hospital, alive and breathing. Their decisive actions undoubtedly saved a life.
Many thanks to Officers Stevens, Diaz, and Ash for their service to the Addison community.

| | Salvation Army Recognizes Council's Efforts in Red Kettle Campaign | | |
Salvation Army Commanding Officers, Majors Mario and Lola Maldonado attended the February 13 City Council Meeting to publicly thank the Council Members who participated in the 2023 Red Kettle Challenge. Mayor Bruce Arfsten, Mayor Pro Tempore Eileen Resnik (and her husband Neil Resnik), Deputy Mayor Pro Tempore Guillermo Quintanilla, and Council Members Nancy Craig, Darren Gardner, and Dan Liscio were outside the Kroger on Belt Line Road on December 9 ringing the bell as part of the Mayors Red Kettle Challenge. Because of the generosity of the community, the team was able to raise a total of $818 both through donations on the day of the event and online. Those contributions will help provide support for the Salvation Army’s commitment to provide hope and help to neighbors in need 365 days a year.

Council Discusses Alternate Funding Opportunity for Infrastructure Projects
State Infrastructure Banks (SIB) were authorized in 1995 as a part of the National Highway Designation Act to help accelerate needed mobility improvements through a variety of financial assistance options made to local entities through state transportation departments. The SIB program allows borrowers to access capital funds at or below market interest rates. The Texas Transportation Commission has approved 153 loans through the SIB program in Texas since the program's inception, totaling more than $750 million. The loans have helped leverage more than $8 billion in transportation projects in Texas.
The Texas Department of Transportation reached out to the Town recently about the program and Town staff recognized that several of Addison's upcoming infrastructure projects could be eligible. At the February 13 City Council Meeting, CFO Steven Glickman shared with the Council background on the program, the process to apply, the interest calculation, and projects in the pipeline that would meet the program's criteria. The cost for those projects - Quorum Drive, Montfort Drive, and Keller Springs Road - could total up to $44.6 million. Since Addison has a AAA bond rating, it would receive the best possible interest rate available through the program. This funding mechanism could result in up to $4.4 million in interest savings over 20 years over selling bonds.
The Council will consider action on a formal resolution to apply for funds at a future meeting.

Senior Property Exemption Increased by $10,000
Homeowners in Addison are currently eligible for a homestead exemption of 20% of the appraised value of their home, which is the maximum allowed by the State of Texas. Seniors can receive an additional $50,000 exemption to reduce their home's taxable value. Currently, one-third of Addison's homeowners have a senior exemption.
At its January 23 meeting, the City Council asked staff to provide additional information about the senior property exemptions offered by surrounding cities. After receiving that information from CFO Steven Glickman during its February 13 meeting, the Council voted to increase the additional exemption for seniors to $60,000.

Neighborhood Vitality Grant Program Adopted by Council
At its February 13 meeting, the City Council adopted a Neighborhood Vitality Grant Program to address aging infrastructure by providing funds to supplement the maintenance of residential masonry perimeter screening walls. Key goals of the program include preserving neighborhood aesthetics, fostering community continuity, safeguarding community pride and identity, and addressing safety concerns posed by structural issues.
Under the program, individual homeowners and neighborhood groups, such as Homeowners Associations (HOAs), can apply for grants. Where formal neighborhood groups exist, applications must be coordinated with the HOA to streamline the process and ensure consistency in repairs and materials. In instances where no formal neighborhood group exists, individual homeowners are encouraged to collaborate and submit joint applications to address maintenance needs collectively.
Grant applications will be accepted annually from August 1 to August 30 and reviewed by staff in September. Applicants will receive notification of grant awards during the month of October. Staff will have the discretion to allow an emergency application outside of the standard timeframe.
To participate in the program, applicants must provide a 20% matching contribution, with the Town reimbursing the remaining 80% upon project completion. Matching contributions can be made through cash, material donations, or volunteer hours, subject to approval on a case-by-case basis.
Upon grant approval, applicants are responsible for selecting contractors, obtaining necessary permits, and overseeing project completion. The Town will provide a list of prequalified contractors as a resource for applicants.

Upcoming Public Hearings
The following Public Hearings will take place at the Planning & Zoning Commission Meeting on Tuesday, February 20 at the Addison Conference Centre (15650 Addison Road). The agenda will be available on the Town's website three days before the meeting.
- Hold a public hearing, present, discuss, and consider action on a request for a Special Use Permit (SUP) for property located at 5100 Belt Line Road, Suite 800 and 812, that is currently zoned Planned Development (PD), through Ordinance No. O23-03, to allow a restaurant with the sale of alcoholic beverages for on-premises consumption. Case 1905-SUP/5100 Belt Line Road, Suite 800 & 812 (III Forks).
- Hold a public hearing, present, discuss, and consider action on a request to amend the concept plan established by Planned Development (PD) Ordinance No. O07-034 and amended by PD Ordinance No. O16-017, for a 15.173± acre property generally located at the terminus of Ponte Avenue, south of Vitruvian Park and west of Bella Lane, to allow for the future development of a phased multifamily development comprised of 1,144 multifamily dwelling units and associated amenities. Case 1904-Z/Vitruvian, Block 300 Amendment (Vitruvian, Block 300).

Stay Involved in the Advance Addison 2050 Comprehensive Plan

The community is invited to attend the next Comprehensive Plan Advisory Committee (CPAC) meeting on Wednesday, February 21 at the Addison Conference Centre (15650 Addison Rd). The meeting will begin at 6pm, but will also be broadcast live and recorded for viewing afterward. The agenda will be posted here three days before the meeting.
Community engagement remains a crucial part of the Comprehensive Planning effort, so we encourage you to help us reach those who have yet to get involved by hosting a Meeting in a Box through February 18!
Here’s how to host a Meeting in a Box:
- Gather a group of up to 12 people to talk about Addison’s future built environment. As a host, be prepared to ask the group the questions provided online, gather a consensus among your group, and fill out the form using your smartphone, tablet, or computer.
- Visit Meet.AdvanceAddison.com to access the questions when you are ready to start your meeting. Meetings can take anywhere from 30 minutes to 2 hours, depending on group dialogue. Meetings should be completed in one sitting.
- Submit your answers to the project team and close the meeting.
