City Manager Submits Proposed Fiscal Year 2025 Budget to Council
Addison City Manager David Gaines shared his proposed budget for Fiscal Year 2025 with the City Council on July 31, as is required by Addison’s Charter. His proposed budget is the result of focus on the adopted 2024-2025 Strategic Plan and Key Focus Areas. It also creates a vision for Addison’s future, executes and follows through on the Town's commitments to the community, and supports the employees to exhibit the Addison Way and follow our core values of Accountability, Responsiveness, Innovation, Service, and Integrity.

Budget Workshops Planned for August 6 and 7
The City Council has scheduled Workshops on August 6 and 7 at the Addison Conference Centre at 5pm to discuss the Fiscal Year 2025 Budget. The meetings will be open to the public, but there will not be any allotted time for community comment. However, there are Public Hearings on the budget and tax rate scheduled for September 3 and 10.
The Budget Workshops will be live-streamed and available on the website. Agendas will be posted on the Town's website three days before each meeting.

The Town of Addison is proud to announce that Director of Public Works and Engineering Shannon Hicks has been selected as the new Assistant City Manager for the City of Carrollton after a nationwide search. Hicks will begin his new role on August 26.
During his four years with Addison, Hicks oversaw critical operations including water and sewer services, street maintenance, stormwater drainage, engineering, and capital projects. His nearly two decades of municipal leadership and dedication have significantly contributed to the growth and efficiency of the Public Works and Engineering Department, as well as the overall infrastructure of Addison. His impact extended to the people he managed and interacted with throughout the town, fostering a culture of excellence and teamwork.
“Shannon has been an invaluable member of our team, and while we are sad to see him go, we are incredibly proud of his accomplishments and the impact he will undoubtedly have in Carrollton,” said Addison City Manager David Gaines. “His expertise, leadership, and unwavering commitment to public service have left a significant mark on our community.”
The Town of Addison will begin a search for Hick’s replacement in the coming weeks.

While he was here, he stopped by Galaxy FBO to visit his bronze, steel, and glass kinetic sculpture, Aikido, and meet Galaxy's General Manager Jamie Munoz. Originally installed in a courtyard in the Addison Circle District, the Addison Arbor Foundation purchased the piece from MAA and restored it. In January 2023, it was moved to its new home on Addison Road in front of Galaxy. | | Funds Raised During Spring Recycling Event Presented to Metrocrest Services | |
Mayor Bruce Arfsten, Deputy Mayor Pro Tempore Nancy Craig, Environmental Health Manager Sandra Long, Public Works and Engineering Director Shannon Hicks, Assistant Director of Neighborhood Services Kevin Martin, and Stormwater and Operations Manager Shawn Cheairs stopped by Metrocrest Services on Wednesday, July 31 to drop off a check for more than $700 to Metrocrest Services CEO Tracy Eubanks and Chief Grants and Compliance Officer Mike Harris. These funds came from recycling donations collected during the Town's 2024 Spring sustainability events. Many thanks to everyone who contributed.

Addison Finance Department Reaches for the Stars |
The Texas Comptroller of Public Accounts' Transparency Stars program recognizes local governments for going above and beyond in their transparency efforts. The program honors government entities that accomplish the following:
- Open their books in the areas of traditional finances, contracts and procurement, economic development, public pensions, debt obligations, and open government and compliance.
- Provide clear and meaningful financial information by posting financial documents, as well as thorough summaries, visualizations, downloadable data, and other relevant information.
Addison recently earned the Open Government and Compliance star, which was added to the program this year. The Town is one of only six governments statewide that has been awarded all six Transparency Stars. | | Now Accepting Applications for the Neighborhood Vitality Grant Program | |
The City Council recently approved the creation of a Neighborhood Vitality Grant Program to help fund residential screening wall infrastructure within Addison neighborhoods. Projects must provide a public benefit that promotes stronger, safer, and healthier communities. Applications are accepted once a year from August 1 through August 31.
Here are the items you’ll need to submit your application:
- Detailed description of the project
- Letter of Agreement from adjacent neighbors (if no neighborhood group/HOA is present)
- Detailed project budget
- Plan of action for ongoing maintenance and sustainability of the project
- Photographs, maps, and drawings of the site to be improved
- Licensed contractor that is registered with the Town of Addison
- Proof of ownership (Court documentation and or Dallas Central Appraisal District information)
Applicants will receive notification of grant awards during the month of October. Learn more and apply on the Town’s website.

| | DART Provides Update on Silver Line | |
At DART's Biannual Silver Line Meeting in Addison on Wednesday, July 31, Archer Western Herzog and DART representatives shared some project updates. They reported that the eight new commuter trains have arrived and offer overhead storage, bike hooks, and large luggage compartments.
Two of the vehicles are already being tested on the track in Plano. Segment testing will begin from DFW Airport Terminal B through Cypress Water, Carrollton, Addison, and Knoll Trail the last quarter of 2024. Revenue service is slated to begin at the end of 2025 or early 2026
Some of the recent project milestones in Addison include:
- 100% completion of Midway Road rail bridge
- 100% completion of Addison Road, Quorum, and Spectrum Drive crossings
- 90% completion of Addison Station
- 95% completion of Dallas North Tollway Pedestrian Bridge
The current proposed service plan calls for trains to run from 5am - midnight every 30 minutes during peak weekday hours and 60 minutes during all other times. The weekend schedule is still being studied but they are including the ability to adjust the schedule for special event service.

The majority of Addison's lifeguards are college and high school students who are returning to school and/or have school-related commitments such as sports, band, recruitment, etc. As a result, the Club is modifying the hours for the outdoor pool beginning Monday, August 12.
