Police Chief Shares Police Department's 2023 Annual Report
Interim Police Chief Mike Vincent presented the Police Department's 2023 Annual Report to Council at the April 9 City Council Meeting. Some highlights of the year included the following:
- Launched Addison Police Reporting Online (APRO) to provide a way for the public to self-report theft, fraud, and similar property crimes (www.addisontexas.net/APRO).
- Continued training curriculum so that Addison Police Officers met or exceeded all national and state training requirements.
- Continued regional partnerships and training with Metrocrest Quad Cities and NorTex SWAT.
- Developed a response to an increase in vehicle thefts that included adding an additional vehicle theft detective, purchasing new investigative software, joining several multi-agency investigations, and increasing patrols in affected areas.
- Continued to work with Metrocrest Services and other partners to address homelessness and community mental health issues. Hosted a citizen’s education seminar on homelessness in November 2023.
- Increased visibility in neighborhoods by participating in events like Addison's first National Night Out, Trunk-Or-Treat, Touch-A-Truck, and Easter Egg-Stravaganza.
In 2023, APD received 16,699 calls for service, which was a 2.2% decrease from 2022. Chief Vincent shared that while arrests were down slightly, traffic stops were up 12% to 9,636 and officers wrote 5,055 reports.
The overall crime rate decreased by just over 9% in 2023. There were 14.5% fewer Crimes Against Persons offenses reported and, even though vehicle theft was up, simple thefts, thefts of services, and burglaries decreased by 6.2%.
Some of the department's plans for 2024 include:
- Complete executive search and hire the next Police Chief.
- Recruit, retain, and train quality employees and officers.
- Complete Public Safety Staffing Assessment with Matrix Consulting to analyze and plan for current and future staffing and deployment needs.
- Continue work with Town Staff to address Police facility needs and long-term building solutions.
- Continue to enhance coordination with outside partners to address homelessness and offer connections to outreach and services to individuals.
- Complete Police Policy review and implementation of updated manual using Lexipol software system.
- Complete build-out and deployment of new patrol fleet

| | The Westwood School to Consolidate Campuses in Addison | | |
At its April 9 meeting, the City Council approved a special use permit to allow The Westwood School to relocate and consolidate its upper and lower schools to Midway Atriums at 14295 Midway Road. This four-story, 95,304 square-foot office building is located southwest of the Midway Road and Proton Drive intersection, immediately south of Proton Drive. The school also plans to build a new 10,695-square-foot gymnasium, which will also serve as a storm shelter. Other site improvements include a student drop-off and pick-up area, perimeter security fencing and gates, and a dumpster enclosure southwest of the gym.
Founded in 1986, the Westwood School provides a Montessori and IB education for students from Preschool through High School. The current student population, which is divided between two campuses in Farmers Branch, is 289 students who will be subdivided by grade per floor at their new home. The interior will consist of classrooms, offices, indoor movement spaces, restroom facilities, and storage. The school utilizes staggered drop-off and pick-up times which will help mitigate traffic impacts.

Council Approved Fiscal Year 2024 Budget Amendment
The Fiscal Year (FY) 2024 budget was adopted by Council on September 12, 2023. Each year, Finance staff reviews the budget to determine which items should be recognized with formal budget amendments. When budget variances occur that are outside the authority of the City Manager, these adjustments are presented to the Council in the form of a budget amendment.
The City Council approved the first FY 2024 budget amendment during its April 9 meeting. Notable changes include reallocations within the General Fund due to a compensation market study, increased funding for Parks Department personnel and equipment, agenda management and strategic planning software for the city manager's office, and police vehicle upfitting. Additionally, adjustments were made in various funds to address prior year encumbrances and accommodate grant receipts. The amendment aims to optimize resource allocation and support ongoing projects across different departments and initiatives.

Mike O'Neal Appointed to Board of Zoning Adjustments
At its April 9 meeting, the City Council appointed Mike O'Neal to fill Tyler Sommers's unexpired term on the Board of Zoning Adjustments (BZA). Mr. Sommers was appointed to the Planning & Zoning Commission on March 26. Addison's Charter does not allow members to hold two separate offices at the same time.

Upcoming Public Hearings
The following public hearing will take place at the April 16 Planning and Zoning Meeting. Agendas are posted on the Town's website three days before the meeting.
- Case 1908-SUP/14941 Midway Road (Rodeo Goat). Hold a public hearing, present, discuss, and consider action on a request for a Special Use Permit (SUP) for property located at 14941 Midway Road, that is currently zoned Planned Development (PD), through Ordinance No. 091-066, to allow a restaurant with the sale of alcoholic beverages for on-premises consumption.
- Case 1912-Z/4900 Arapaho Road (One Addison Place PD Amendment II). Hold a public hearing, present, discuss, and consider action on a request to amend the permitted uses and development plans for Planned Development (PD) Ordinance No. O23-39, for a 0.57± acre property located at 4900 Arapaho Road, to allow automobile storage, within a 5-story mixed-use building.
- Case 1910-Z/Addison Circle Station – Phase I Amendment. Hold a public hearing, present, discuss, and consider action on a request to amend Planned Development (PD) Ordinance No. O23-8, for a 13.7± acre property generally located at the southeast corner of Addison Road and Festival Way and the northeast corner of Quorum Drive and Arapaho Road, to allow a transit-oriented mixed used development comprised of multifamily residential, office, parking, restaurant, retail, and entertainment uses, and associated public and private open space and common areas.
- Case 1895-Z/Multifamily Tower, Addison Circle Station – Phase I Amendment. Hold a public hearing, present, discuss, and consider action on a request to amend the development plans for Planned Development (PD) Ordinance No. O23-10, for a 2.3± acre property located at the southwest corner of Quorum Drive and Festival Way, to allow for the development of a multifamily residential tower with ground floor retail/restaurant uses, and Festival Way and Quorum Drive streetscape improvements on and adjacent to the development site.
- Case 1894-Z/Office & Parking Structure, Addison Circle Station – Phase I Amendment. Hold a public hearing, present, discuss, and consider action on a request to amend the development plans for Planned Development (PD) Ordinance No. O23-9, for a 2.0± acre property located at the southeast corner of Addison Road and Festival Way, to allow for the development of an office building with ground floor retail/restaurant uses, a parking structure, site access drives, and Addison Road and Festival Way streetscape improvements on and adjacent to the development site.
- Case 1904-Z/Vitruvian, Block 300 Amendment (Vitruvian, Block 300). Hold a public hearing, present, discuss, and consider action on a request to amend the concept plan established by Planned Development (PD) Ordinance No. O07-034 and amended by PD Ordinance No. O16-017, for a 15.173± acre property generally located at the terminus of Ponte Avenue, south of Vitruvian Park and west of Bella Lane, to allow for the future development of a phased multifamily development comprised of 1,144 multifamily dwelling units and associated amenities.

Stay Involved in the Advance Addison 2050 Comprehensive Plan!
The community is invited to attend the next Comprehensive Plan Advisory Committee (CPAC) meeting on Thursday, April 18 at the Addison Conference Centre (15650 Addison Road). The meeting will begin at 6pm, and will also be broadcast live and recorded for viewing afterward. The agenda will be posted here three days before the meeting.
| | Total Eclipse of the Park Draws Crowds from Across the Nation | | The Total Eclipse of the Park event on Monday, April 8 in Addison Circle Park drew more than four thousand eclipse enthusiasts from across the country. Attendees enjoyed a yoga session, live music, an array of food truck offerings, and a palpable sense of excitement as they awaited the big event. Fortunately, the weather cooperated and cheers erupted from the crowd when they saw the "ring of fire." Thank you to the residents, members of the business community, and all the out-of-town guests who joined us for this once-in-a-lifetime event. | | Lesley Nyp Named Interim Director of Development Services | | Addison's Development Services Director Ken Schmidt recently resigned to pursue a new opportunity. City Manager David Gaines has selected Lesley Nyp, who currently serves as the Planning & Development Manager, to step in as the Interim Director. Meanwhile, the city management team will commence a search for a permanent replacement. Ms. Nyp joined Addison in 2022 after working as a Senior Planner for Mesquite for three years. Before that, she interned as an Urban Planning intern for the City of Manhattan, Kansas while completing her Master's in Regional and Community Planning at Kansas State University. | | Addison Grove Screening Wall Demolition to Begin April 15 | |
InTown Homes will begin removing a 410-foot section of the screening wall along the southern property line of Addison Grove (identified in red above) on Monday, April 15. With favorable weather conditions, demolition and haul-off of debris is expected to take seven business days. Removal of the wall is necessary to facilitate the construction of new townhomes within Block C. Construction of the townhomes will begin once the screening wall has been removed.
An 8-foot-tall cedar fence has been installed and will remain to provide screening for the construction site.

Satchmo at The Waldorf Opens at Addison Theatre Centre on April 17 | | WaterTower Theatre's production of Satchmo at the Waldorf opens at the Addison Theatre Centre on April 17. A one-man, three-character play, the same actor portrays Louis Armstrong, the greatest of all jazz trumpeters; Joe Glaser, his white manager; and Miles Davis, who admired Armstrong’s playing but disliked his onstage manner. It takes place in 1971 in a dressing room backstage at the Empire Room of New York’s Waldorf-Astoria Hotel, where Armstrong performed in public for the last time, just four months before his death. Reminiscing into a tape recorder about his life and work, Armstrong seeks to come to terms with his longstanding relationship with Glaser, whom he once loved like a father but now believes to have betrayed him, and Davis’ criticisms of him as a fellow Black artist. The next Community Garage Sale is planned for Saturday, April 27 from 8am - 1pm along Festival Way, just south of Addison Circle Park, and vendor applications are now available. As a reminder, you must be an Addison resident to be a garage sale vendor, only one booth is allowed per address, and the fee is $20.
The event will be held in conjunction with a Shred and Recycle Roundup that will be held in the Conference Centre parking lot from 9am - noon.
