It's Filipino American History Month!

Dear District 2 Residents,


The Office of District 2 is proud to celebrate October as Filipino American History Month! In 1992, the Filipino American National Historical Society (FANHS) established the very first observance of Filipino American History Month. October was chosen because it marks the arrival of the first Filipinos in the Continental United States, at what is now Morro Bay, CA, in 1587.


It is important to recognize the significance of Filipino American history—Dr. Dawn Bohulano Mabalon, historian and FANHS board member, said, "History is inclusive of heritage and culture, but it's also about the ways we have built and changed this nation..." The Filipino community has made a large impact on Chula Vista. Our city is colored with the rich culture, food, music, art, and more.


We encourage you to learn more about the history of the local Filipino community by visiting the Filipinos of South Bay Exhibit at the Civic Center Library. Here, you will follow a timeline of cultural growth from the 1500s to the present day. The exhibit is open through December—don't miss out!

Spotlight on: Joy Whatley,

Director of Library Services

Tell us a little about you!


Hello, my name is Joy Whatley. I am the Director of Library Services for the Chula Vista Public Library. I am a proud Filipino American. I grew up in the South Bay and chose to raise my family here as well. My father served 30 years in the United States Navy, where he retired as a Master Chief. My mother worked for the US Naval Hospital at Balboa. I was born in Reno, Nevada, and as the middle child of three, I grew up with parents who believed strongly in making the most of every opportunity. College was never a question—it was an expectation. I chose to attend San Diego State University, where I earned a Bachelor’s degree in Criminal Justice Administration with the goal of becoming a lawyer.


My family has always remained connected to its roots in the Philippines, visiting every few years and staying in touch as much as we can. It has been amazing to watch the Filipino American community flourish in our communityfrom the arts to business, and into leadership roles throughout the county. I distinctly remember my parents’ excitement at being able to purchase products that were sourced in the Philippines so that they could make authentic dishes instead of using alternative ingredients based solely on availability.

In 2024, you were appointed as Director of Library Services. How long have you worked with the City of Chula Vista? What did that journey look like?


I have worked for the City of Chula Vista and the Chula Vista Public Library for 28 years. I began my career in an hourly position for 3 months before being promoted to a full-time position in Circulation. I continued to promote up in Circulation and decided to become a librarian. I earned a master’s degree in library and information science from San Jose State University. I remember writing my essay to enter library school and describing the interactions at the circulation desk, where I was able to assist the community in being a part of their journey in life, from finding books to pass their ASVAB test, wedding planning guides, baby name books, and homeowner resources. As a librarian, I was able to be a part of it all. I continued in my career as the Branch Manager of the South and Otay Ranch Branches and the Assistant Branch Manager for the Civic Center Branch.


What are your duties as Director?


As the Director of Library Services, my work consists of setting the overall direction for the library system by developing strategic plans, policies, and goals that align with city priorities and community needs. I manage the department budget, personnel, and operations. My favorite part of the role is working with the community. I develop community collaborations and partnerships to bring new and innovative programs and services to Chula Vista. 

You have lots of experience in leadership and community work. Why is it important for you to maintain a community connection in your current position?


As a Director, I think it’s important to maintain a community connection to ensure that library services remain reflective and relevant to our community. It’s important to remain on the pulse of the community’s needs and adapt when needed. As a library, it’s important to continue to support lifelong learning through access to resources and programming. I am always looking for new ways to serve the community, new programs to offer, and new resources that our community can access.


During the pandemic, the library was an integral part of assisting our community in obtaining access to resources. The librarians assisted in working the 211 phone lines, supported vaccine centers by booking appointments and recordkeeping, provided access to hotspots for 2,000 families, and even worked phone lines to assist in home deliveries of food and essentials. As a leader, your connection to the community helps guide the focus of the services you provide.

How can residents support the library or get involved?


There are several different ways to support the library. You can volunteer for the library, donate and join the Friends of the Library, shop the Friends’ book sales and bookstores, or apply to become a part of the Board of Library Trustees. The simplest way to support the library is to get a library card and use our services. By attending programs, using our digital resources, and even reading an eBook, you support the library by showing the need for the service within our community.


What are your favorite Chula Vista restaurants, shops, etc?


I love to shop and eat all over the city, so it is difficult to pick one amongst all the amazing offerings Chula Vista has. My current favorite cafe is Divina Matcha at 216 Third Avenue. They provide a wide variety of matcha offerings that keep me going during the workday. I particularly love their Vanilla Matcha Latte. They even give out the cutest tiny resin animals with each drink that make me smile every time. I also love shopping at The Original Paw Pleasers at 311 Third Ave to spoil my dog on a weekly basis. They have great treats and indestructible toys for my dog, Portland. When he gets groomed at Paw Pleasers by Jason, I always follow it up with a puppy patty at Balboa South, 290 Third Ave! 

Are you looking forward to any Chula Vista events?


Under the library department also resides Arts and Culture for the city, which recently added a gallery and studio space at Casa Casillas, and Special Events, which is currently working on planning for the Starlight Parade. I always look forward to all the Chula Vista events, but the Starlight Parade and Festival is one of my favorites. There is nothing like seeing Third Ave lit up in holiday lights and festive parade floats.


Is there anything else you would like the community to know about you or your work?


I have a deep commitment to connections, creativity, and community service. I believe libraries are not just buildings filled with books, but living, breathing spaces that bring people together—to learn, dream, and belong. The next year will bring a lot of change to Chula Vista Public Library as we prepare for the opening of the Millenia Library and the renovations of the Civic Center and South branches. Although it may be inconvenient for some time, the overall goal is to provide welcoming spaces for the community across the city.

SDSU & Southwestern College Join New Partnership

Last week, Southwestern College and San Diego State University signed a certificate of agreement today to bring SDSU's Industrial/Organizational Psychology baccalaureate degree programs to the SWC campus. This partnership will make higher education more accessible and broaden the career opportunities for South Bay students. This allows local students to complete a four-year SDSU degree without relocating or commuting. Learn more.

Donate to CVESD Food Drive


The Chula Vista Elementary School District (CVESD), in partnership with the Chula Vista Community Collaborative (CVCC), is hosting a district-wide food drive from October 20 through November 7, 2025.


Students, families, and staff are encouraged to contribute by bringing non-perishable food items to their participating school or the district office at 84 E J St. All donations will be collected and boxed to share with families across Chula Vista.

The Recreation Activities Plan is the City’s roadmap for creating programs, services, and activities that best meet our community’s needs. Prescription Drug Take Back Day


National Prescription Drug Takeback Day is Saturday, October 25th! Returning unwanted medicines to a take-back program is the safest and most environmentally protective way to dispose of unused prescriptions or over-the-counter drugs. Drop off your unused or expired medicine—NO QUESTIONS ASKED—at the Public Works Center, 1800 Maxwell Rd from 10:00AM-2:00PM.


Paint, electronic waste, batteries, oil, sharps/syringes, and all other types of household hazardous waste will NOT be accepted at this event. If you have these items with you, the household hazardous waste facility will be open from 9 am to 2 pm on that date and is located next to the event. The facility is open to Chula Vista, Imperial Beach , National City and Unincorporated country residents Only.

La Rondalla de San Diego


Gather your loved ones and come down to the Civic Center Library on Saturday, October 25th at 1:00PM for a free concert by La Rondalla de San Diego! Sing along to classic and traditional tunes celebrating Día de los Muertos.


Filipino American History Month Celebration


Join us for special Filipino American History Month Flag Raising Ceremony, coordinated by the Human Relations Commission! Come down to Chula Vista City Hall on Tuesday, October 28th at 5:00PM and be part of the fun! There will be food and live performances, as well.

Halloween Celebration @ Civic Center

Power on the Go


Please join City staff on Saturday, November 8th in celebrating the launch of a portable solar and battery lending program for community members to use clean electricity on the go. When paired with a solar panel, they can create clean, free electricity to help reduce energy bills. This pilot program was funded with a grant from San Diego Community Power with the goal of increasing the use of clean energy and reducing pollution. 


At this free event, from 11:00AM-1:00PM at the Civic Center Library, attendees will get a chance to view the new devices and learn about them while enjoying inflatable archery and free popcorn, both powered by clean energy from batteries. Learn more.



New Friends of Norman Park Meeting


The New Friends of Norman Park Senior Center will meet on Monday, November 10th, at 6:00PM! These monthly conversations, hosted by the Office of District 2, bring senior resources and local organizations directly to the community.


The November meeting will feature Joy Whatley, Director of Library Services, to discuss the library's collection of Chula Vista Heritage. We will also begin development of Historic Home Tours.


Then, Frank Carson, Director of Parks & Rec, will discuss Recreation Activities at Norman Park!

Shallow Rental Subsidy Program

for Older Adults (55+)



The City has launched a Pilot Rental Subsidy Program to support older adult (55+) renters. This pilot initiative is part of the City’s ongoing efforts to expand housing stability, reduce displacement, and support aging in place for some of the community’s most vulnerable residents.


Eligible Chula Vista residents aged 55+ may qualify to receive a fixed monthly rental subsidy of $500 for up to 12 months to help offset high housing costs. The program is designed to provide some financial relief for households spending more than 50% of their income on rent. Priority will be given to extremely low-income seniors, especially those living alone or at risk of homelessness.


Applications are now open and are currently being accepted. The application is available both online and in person, in English and Spanish. Residents must meet age, income, and residency requirements. Visit https://www.chulavistaca.gov/rentalsubsidy to learn more.

Supply your household and reduce waste! The Chula Vista Reuse Center at 1800 Maxwell Rd offers a range of products, from full cans of paint to automotive fluids, household cleaners, and even propane canisters! **All products offered are full and unopened.**


Limits apply: Up to 15 gallons of paint and 5 household items per visit. One visit per month, first-come, first-served, while supplies last.

The Sweetwater Authority’s Water Affordability Program allows qualifying Sweetwater Authority customers to be eligible for low-income bill assistance on the water bill at their primary residence. Customers applying for assistance must be listed as the primary account holder. See eligibility requirements.

Weekly Farmers' Market -

Now Accepting EBT


Shoppers can now use their CalFresh public benefits food assistance (EBT card) at the Downtown Chula Vista Farmers' Market every Sunday from 10AM to 2PM. Just visit the Welcome Booth at the east end of the market to swipe and shop.


Rain or shine, the market is open. Stock up on fresh ingredients, grab a snack, or buy a bouquet of flowers on Park Way between Third and Fourth Ave. See here for updates.

Living Coast & Museums for All


The Living Coast Discovery Center is now a member of Museums for All! Museums for All lets SNAP recipients enjoy free or discounted entry to over 1,400 U.S. museums with their EBT card.


Through this program, Living Coast admission tickets are just $3 per person for up to 4 people per EBT card. Learn more.

Councilmember Preciado is on the California Coastal Commission, representing the San Diego coast! One way to support the protection of the California coast and ocean is to purchase a Whale Tail Plate. The special plate funds non-profit groups doing important education and conservation work, provides free resources for educators, and empowers volunteers to take action to protect the coast. Weekly Free Health Services


Chula Vista Community Collaborative teamed up with National University to provide FREE health services with a Board-Certified Nurse Practitioner. Appointments are available weekly from 9:30AM to 3:30PM at the New Directions Family Resource Center. No Medi-Cal is needed. Make an appointment today.

Free Motor Oil Disposal


Chula Vista residents, who have single-family home trash and recycling service have the following options to recycle used motor oil and filters:

  1. Bring used motor oil and filters to a Certified Used Oil Collection Center. Used Oil Collection Centers also provide FREE drain pans. Visit www.wastefreesd.org or call 1-800-237-2583 for the nearest location. *Used Oil Collection Centers will not accept used oil that has been contaminated with water, antifreeze, gasoline, etc.
  2. Arrange for curbside collection by calling Republic Services at (619) 421-9400. Call at least 24 hours prior to your regular collection day.
  3. Bring your used oil and filters to the Household Hazardous Waste Collection Facility for FREE.
  • This facility will accept used oil that has been contaminated with water, antifreeze, gasoline, etc.

 

Monthly Car Seat Safety Checks


The Chula Vista Fire Department has announced dates for the 2025 free car seat installation checks at the Otay Ranch Town Center and the Chula Vista Shopping Center. Both events will take place in front of the Macy’s entrances. The checks are offered to parents, grandparents, or child caregivers to teach proper car seat installation and keep your child safe!

Meals on Wheels


Meals on Wheels provides nutritious meals to thousands of seniors, disabled veterans, and caretakers. Deliveries are made daily by volunteers.


Want more information on how to get meals delivered to you or someone you know? Call the South County Service Center at 619-420-2782 or visit them on the 2nd floor of the Norman Park Senior Center at 270 F St, Suite 22, Chula Vista, CA 91910.

FREE Community Shuttle


Attention District 2! The City of Chula Vista has partnered with Circuit to provide residents aged 55+ with free rides within the limits of the Northwest (see map). Residents under 55 can ride for a fare of $2 per rider. Catch a ride to a doctor's appointment, the grocery store, to see a movie, and more!


Rides are ADA-accessible and door-to-door while using all-electric vehicles. As of February 2024, over 33,000 rides were given, with an average wait time of around 9 minutes.


To request a ride, download the Ride Circuit app or call 619-650-6386 and press option 7. Shuttle service is available Monday through Friday from 7:00AM to 7:00PM.
