Only one of the following documents are needed to qualify for Priority Group #1:
1.Comptroller Disability Certification Form - (Form instructions)

2.Full and Individual Initial Evaluation (FIIE)
3.Individualized Education Program (IEP) (can be expired or from out of state)
Document needed to qualify for additional funding of up to $30,000:
In a reversal of previously stated policy, the Texas Comptroller and Texas Education Agency have determined that for additional funding, IEPs from Texas school districts or charter schools must be dated either from the 2023-2024 school year, the 2024-2025 school year or the 2025-2026 school year.
The Unique Identifier Number (UID) is needed to confirm an IEP
If your child is or ever was in public school, it is easy - you can search this website. Click on the "student look up" button. If the student has ever had an evaluation, they should already have a UID (this number never changes).
If your child has only been in a private school, it is not that easy. School districts are supposed to be uploading IEPs into a system called APEX so that Odyssey can access those plans in order to match them with the additional funding amounts. This system came online only yesterday, so this is all very new to everyone involved. Parents should request the UID from the school district where the IEP was provided. A sample email is below:
Dear Special Education Coordinator of ______ ISD,
I am applying for the Texas Education Freedom Account (TEFA) program for my private school child who has a public school IEP. The TEFA program has updated their FAQs with guidance that says that private school parents must contact the ISD who completed their children’s IEP to request that the IEP be uploaded into APEX and to generate the Unique ID which cannot be generated for private school students with public school IEPs until the local district uploads the IEP into APEX. TEA guidance says that APEX opens for districts to upload IEPs on February 2, 2026 so this upload can take place now.
I am writing to request that my children’s IEPs be uploaded into APEX as soon as possible so that a Unique ID can be generated and sent to me to update this number in my children’s TEFA application as soon as possible.
